Job Description

ABOUT THE JOB

The Protection officer, under the direct supervision of Area Program Manager, is primarily responsible for advocacy, monitoring partners’ activities, liaising with government and other key stakeholders and trainings to the field. The job holder has constant communication with Protection Team leader for protection/legal technical purposes and receive feedback as well. Additional responsibilities will be to Co-lead the protection working group at the field level with UNHCR as the lead Agency. Ensure there is active engagement and increase technical capacity of the members of the protection sector.

Responsibilities:

Implementation and capacity building:

  • Provide direct support to DRC partner organization in project implementation
  • Conduct basic awareness raising sessions on basic protection principles and GBV issues and engage the men and women in the community in discussions around women’s rights and gender based violence
  • Provide referrals of human rights’ violations and GBV issues to appropriate organizations for further assistance and support
  • Capacity building of relevant govt. departments
  • Support protection related advocacy initiatives

Reports:

  • Draft reports detailing human rights’ violations and issues related to protection/GBV and efforts to mitigate or eliminate them
  • Collect information on IDPs/returnee’s population movements and forced return
  • Contribute to weekly and monthly reports

Assessment:

  • Support protection department to find possible gaps in communities and address appropriately
  • Ensure effective sectoral needs assessment and analysis involving all relevant partners.
  • Provide support in need assessment surveys for future programming

Coordination:

  • Attend relevant cluster/working group meetings hosted by other NGOs and UN agencies that address protection and human rights issues of concerned population
  • NGOs concerns and priorities are adequately brought up to Protection Sector Coordination Team.
  • Protection stakeholders are encouraged to participate in Protection Sector activities and inter-sector/ multisector coordination effectiveness is reinforced.
  • Ensure that protection mainstreaming within the cluster system and that protection is taken in consideration o within other cluster activities.
  • Ensure the adherence to ethical data collection and data protection and data sharing protocols throughout protection activities.
  • Promote and support training of other cluster members particularly National NGOs, Government and humanitarian staff and capacity building of humanitarian partners on the developed reporting and monitoring system.
  • Organizing and delivery of technical and substantial training and capacity building for local authorities and cluster members on use of inter-agency tools and systems that are/have been developed.

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies: 

  • Minimum of 3-4 years proven experience working on protection related issues in humanitarian environments.
  • Excellent understanding of protection issues in emergency situations and detailed knowledge of humanitarian principles, guidelines and laws.
  • Excellent leadership, coordination, capacity building, planning and analytical skills.
  • Excellent advocacy and representation skills including the development of strong interpersonal relationships to facilitate communication within the cluster
  • Essential knowledge of IDPs/returnee’s populations.
  • Ability to handle multiple tasks, proven self-initiative and problem solving abilities
  • A commitment to protecting human rights

Education/qualifications:

  • University degree, law and/or other social sciences faculties  
  • Familiarity with Afghan laws
  • Ability to clearly express one’s thoughts, to analyze and present information clearly and concisely.
  • Ability to set priorities and show initiative, to work independently and as part of a team.
  • Strong organizational skills and attention to detail.
  • Good interpersonal and communication skills

Languages:

Good knowledge of English and fluency in Dari
