About Skills Training And Rehabilitation Society: Skills Training and Rehabilitation Society (STARS) female-headed organization was established by a group of intellectual Afghans thoughtful about their country in 1997 to offer extended to the needy country people, particularly women and children. STARS is registered with the Ministries of Economy, MAIL, and MOLSAMD and close coordination and project agreement under the Ministry of Women Affairs, Public Health, Agriculture, Rural Rehabilitation Development, and some government provincial departments. STARS is a member of the Agency Coordinating Body for Afghan Relief (ACBAR), Afghan Women Network (AWN), civil society Empowerment Network (CEN) at the national level. STARS is the only female organization focusing on Disaster Risk Reduction (DRR) and is a member of the Asian Disaster Risk Reduction and Response Network (ADRRN) since 2006. In addition, STARS is the co-chair of the National Action Coordination Group (NAGC) in Afghanistan since 2011. STARS attended many South Asia Initiative to End Violence against Children (SAIEVAC) meetings which are Apex body of SAARC, STARS has close coordination with Ministry of Labor and Social Affairs and one of the active members of the Child Protection Action Network (CPAN) in Afghanistan at the national level.
Job Description
Summary: The Program Manager provides advice and guidance in strategic decision-making to the Office of the Executive Director He/she is responsible for working collaboratively with program units in program development, strategic planning, provision of technical assistance, and conduct of program audits. The Program Manager is responsible for formal and informal mentoring of local staff to promote their professional development, and working in partnership with other units including Human Resources to identify technical and professional development needs requiring in-house or external training that will increase the effectiveness of the program staff in professional development areas related to technical and financial program development, program management, and program monitoring. Internal Relationships: Extensive interaction with project managers and staff, technical staff. Regular interaction with Executive Director. Periodic interaction with Finance staff, Finance / Grants, Administration, Human Resources, and Security Departments. External Relationships: Ongoing interaction with Afghan and other government officials, donors, international/local organizations, and the international community.
Common Responsibilities
1. Engage and participate in strategic discussion and decision-making processes with senior leadership 2. Provide overall strategic planning and guidance related to the thematic areas and new initiatives
3. Develop new initiatives and proposals in the assigned areas
4. Mentoring, counseling, and supporting program staff for the purpose of building their technical and professional capacities
5. Provide leadership support and advice as necessary to the programs/projects
6. Provide recommendations and suggestions to achieve the goal and objectives of the programs/projects through systematic and periodic program audit
7. Liaise and coordinate with Afghan and international organizations ( government, civil society, NGOs , donors, and other organizations )
8. Maintain high-level communication with all STARS stakeholders in relevant areas
9. Review STARS research and all externally - distributed reports and documents, including STARS related research, surveys, and assessments, to that they are sensitive to the context of Afghanistan
10. Be involved in any assignment asked and required by the ED.
Specific Responsibilities
1. Advise and assist program / project managers under the religion and faith-based framework and assigned program areas.
2 . Liaise with relevant religious formal and informal institutions at the strategic and planning levels at the strategic and programmatic levels.
3 . Participate in the STARS overall Development Working Group led from.
4. Network actively with relevant organizations, public policy communities, and others within and outside the STARS to exchange ideas and identify prospective strategic roles.
Job Requirement
Education:
Master Degree, or equivalent knowledge, or equivalent work experience
Experience:
Ten to Fifteen years experience in program/project management, design, implementation, planning, reporting, and monitoring and evaluation.
Experience working in an international organization is a plus point
Ten to Fifteen years experience in leading, managing, and engaging with Development programs and initiatives.
Required Skills :
Ability to communicate the vision, goals, and objectives of the STARS to staff and various external stakeholders.
Demonstrated experience in developing and monitoring programs related to the STARS thematic areas of Governance, Law, and Civil Society.
Good Diplomatic and negotiation skills.
Familiarity with USG and non - USG donor requirements and respective program management systems is a plus.
Excellent oral and written communications skills in English.Fluency in oral and written Pashto and Dari
Excellent interpersonal skills to work collaboratively with international and national colleagues. Ability to work effectively in a team environment .
Proficiency in Microsoft WORD, Access, and Excel.
