About CTG-UNHAB: The United Nations Human Settlements Programme (UN-Habitat), is the UN agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable town and cities with the goal of providing adequate shelter for all. This post is located in the UN Habitat Regional Office for Asia and Pacific (ROAP) at the Kabul duty station. UN-Habitat Afghanistan: The United Nations Human Settlements Programme, UN-Habitat, has been working within Afghanistan since 1992 with funding support of USAID, Japanese and Australian Governments, EU, DFID, CIDA, Swiss Agency for Development and Cooperation (SDC), Kingdom of the Netherlands and several bilateral donors as well as the World Bank. During this period, its Programme expanded to include a wide range of human settlements initiatives, from small-scale neighbourhood level improvement schemes to community empowerment. The position is located with the Regional Office for Asia and the Pacific of the Regional Programmes Division and based in Kabul, Afghanistan.The Regional Programmes Division is responsible for consolidating and enhancing the linkages between UN Habitat's activities in the field with the Strategic Plan, the 2030 Agenda, and the UN-Habitat’s overall future priorities and to make sure that they are appropriate to the country context. UN-Habitat’s Regional Office for Asia and the Pacific manages UN-Habitat’s project portfolio in the Asia and Pacific region. It ensures that country priorities are in alignment with the UN-Habitat’s organizational policies and strategic objectives and brings through its Regional Representative to the attention of the Executive Management Committee (EMC) opportunities and challenges in the region, allowing for timely feedback and responses to urgent demands and requests from the Member States. The Afghanistan Programme is a strategic partner of the Government of the Islamic Republic of Afghanistan in promoting sustainable urban development. Since 1992, UN-Habitat has worked closely with the government, municipal and local authorities, especially Afghan communities, contributing to the physical and social reconstruction of the country. Our work has focused on assisting the government in the development of urban policies and regulations; strategic urban planning; increasing municipal revenue; establishing community-based organizations; addressing the land and housing needs of IDPs and returnees and contributing to the provision of basic urban services. Adaptive responses: Evidence based recovery support to IDP or returnees in Afghanistan: The proposed action deploys recovery support for vulnerable population of Kabul and Jalalabad. Over 1.85 million people are in need and fragmented around 40 priority areas of return and reintegration as UNHCR data. Kabul and Jalalabad are pilot locations for such support in collaboration with UN-Habitat. Many of those in need are IDPs and returnees that live in extremely challenging conditions in urban informal settlements. According to REACH’s 2021 survey of informal IDP and returnee settlements, nearly 80 per cent are located in urban and peri-urban areas. Pervasive insecure HLP rights have resulted in frequent threats of eviction for these communities, and constrained humanitarian investments in lifesaving shelter and WASH, because neither communities nor humanitarian agencies can make long-term investments in the absence of secure HLP rights. The Partnership Agreement between the United Nations Human Settlements Program (UN-Habitat) and UNHCR aims to pursue common community-based protection goals for the benefit of displaced, returnee populations as well as affected host communities in target Priority Areas of Return and Reintegration (PARR) in Afghanistan. The Project activities are part of strategy for creating conducive conditions for the sustainable reintegration through strengthened essential services and facilities in Priority Areas of Return and Reintegration (PARRs) while fostering social cohesion. The project under this Agreement, in line with the Community-based Protection and Solutions Programme Response (Co-PROPSER) aims at creating and enabling protection environment through advocacy and renewed policy guidance’s, implementation of protection activities and strengthening national system capacities for inclusion and provision of quality services. Enhanced information management and sharing would guide evidence-based programming by relevant agencies along with systematic monitoring and evaluation. The project also aims to improve the protection space and reduce vulnerability by enhancing access to services and increased social cohesion. Considering the above guidance the following activities are proposed as an initiation towards larger goals. Comprehensive solutions and spatial profiling primarily focused on Jalalabad as a pilot region. The activity is meant to be extended for other cities like Mazar, Herat, Kandahar and Kabul in the future. Provision of potable water source and storage facility for resettlement site at Eltefat, Kabul. The activities will result in the project’s key outcome: Spatial and profile data that can guide evidence based targeted assistance to the vulnerable population in and around Jalalabad. Enable potable water supply for ongoing resettlement and reintegration project at Eltefat, Kabul servicing over 1000 HH’s.
Job Description
This is a field work position coordinating with the MIS associate and Project Managers and assisting in day to day beneficiary enumeration component of the project. S/he will be the collector of information of the returnee, IDP and host community.
- Conduct door to door assessment surveys for profiling communities in target locations.
- Contact the beneficiaries two days earlier to inform them about the household survey and get specific address of the registered families.
- Visit the household at their location and take the bio-metric data of each member of the household
- Collect the required data by filling-up the questionnaire based on the responses of the family members provide.
- Upload the data in the system on daily bases, Report their activities and progress to the community mobilization team and information management system on daily bases.
- The surveyors shall receive an orientation training on the survey tools and equipment.
Results Expected:
•To help and support UN-Habitat on household data collection vulnerability assessment under Adaptive responses: Evidence based recovery support to IDP or returnees in Afghanistan in JAA province.
•Empowering women and a step forward in gender balance in UN-Habitat. 8 Male and 8 Female

Job Requirement
- Education:
- At least 12 grade graduates (higher level preferred)
- Experience:
- Minimum of 2 years of relevant experience in data collection, uploading and familiarity with current data collection systems.
- Language:
- Good speaking, reading and writing in Dari and Pashto are required to communicate with staff and beneficiaries. English is one of the Official UN languages which is necessary for this post.
- Other:
- Familiarity with electronic Data system
- Good communication skills – both written and interpersonal will be essential, as most of the work will be done through a process of consultation at all levels and Experience in working with IDPs and returnees.
- Knowledge of UN rules and regulations is an advantage.
- Preferable knowledge of MS-Office applications.
- Knowledge of local area and community is essential.
