Job Description

Duties & Responsibilities:

A. Responsibilities:

The Financial Controller is responsible for

  • ensuring that financial administration functions well in accordance with GIZ standard procedures
  • effectively coordinating with staff of the finance team or the Commercial Affairs Department at GIZ Head Office
  • cash payments and deposits at the bank
  • financial planning, monitoring and accounting for GIZ-assisted projects

 

B. Tasks in details:

1. Financial services, Invoice Checking and Obligo Reduction

The Financial Controller

  • Checks and prepares invoices
  • Reduces Obligos
  • Completes the procurement files with copies of invoices, Winpaccs number as well other relevant information
  • Travel cost settlements

 

2. Internal control

The Financial Controller

  • checks the vouchers and receipts submitted by the projects/programmes for completeness and allocation to cost units and categories, and corrects these where necessary; including Financing Agreements and Local Subsidies
  • advises on financial aspects of projects
  • carries out internal controls in accordance with GIZ’s internal controlling manual

 

3. General services for GIZ-assisted projects/programmes

The Financial Controller:

  • prepares monthly and annual budgets and monitors deviations
  • prepares quarterly/annually analyses of expenditure compared to total project budget (budget monitoring)
  • prepares financial contributions
  • assists with the transfer of funds to projects

 

4. Other duties/additional tasks

The Financial Controller

  • reports all problems with financial administration and compliance without delay
  • is responsible for filing in accordance with GIZ rules
  • performs other duties and tasks at the request of management
  • is responsible for filing administration documents and treating information confidentially
  • photocopies and scans documents as needed
  • reports without delay to the line manager on all problems in financial administration and compliance with rules

Job Requirement

Required Qualifications:

Education:

  • BA in accounting and auditing, finance or similar area

 

Professional Experience:

  • at least 5 years’ professional experience in a comparable position

 

Other experiences and skills (e.g. language, IT-skills, social and personal skills, etc.):

  • in-depth knowledge of accounting software
  • good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • confidential handling of data and information
  • Fluent in Dari/Pashto and English. Knowledge of German is an asset.
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
