About Conflict Mitigation Assistance for Civilians (COMAC): Blumont/COMAC provides comprehensive Victims’ Assistance (VA) services to eligible Afghan civilians and families suffering injury or loss because of the protracted conflict in Afghanistan. The program’s VA initiatives focus on Afghan civilians and dependents who have suffered the loss of a household member, physical injury, or lack of economic livelihood because of military and police operations, insurgent and terrorist attacks, IEDs, landmines, unexploded ordnance, cross-border shelling, and other violence resulting from the conflict in Afghanistan. Considering the unfolding and large-scale humanitarian crisis, since 2021, COMAC also provides assistance to civilian IDPs and vulnerable returnees, who have been displaced or forced to migrate since May 2021 due to recent conflicts. COMAC implements its core mission of aiding civilian victims of conflict through the following modified IRs: IR1: Appropriate assistance provided to victims of the conflict by effectively using all available resources. IR2: Capacity to respond to victims’ needs improved. IR3: Increased awareness of victims’ assistance services.
Job Description
Summary
The work of the deputy regional director is to assist Regional Director on IR1 related activities, manage the IMS, coordinate the IR1 activities with other departments, provide support to various department in the field across Northern provinces of Badakhshan, Takhar, Kunduz, Baghlan, Samangan, Balkh, Jawzjan, Saripul and Faryab. He/ She will supervise the achievement of COMAC objectives in a manner consistent with the COMAC implementation plan, BLUMONT and USAID policies and best practices.
Essential Job Functions:
The primary responsibility of the Deputy Regional Director is to assist the regional director on his day-to-day activities that are outlined below or as advised by senior management.
- Design mechanism, organization resources and facilitate the team to achieve the objectives of the COMAC project in the region.
- Provide technical direction to supervisor/senior management after analyzing the complexity of the project in the field.
- Oversee the various activities related to IR1 and keep close coordination with related departments for smooth operations of activities in the region.
- Assist the regional director in overseeing and management of overall program implementation, as per the implementation plan, throughout the regions.
- Assist regional director on reviewing, documenting, recording, and reporting incidents data on a regular basis as needed and advised.
- Make sure the accidents are recorded, reported on time, and get them approved in IMS
- Supervise the IR1 team in the regions by making sure that the various packages are delivered/provided to affected families according to the timeframe set in SOPs.
- Coordinate with IMS and Procurement department in CO to schedule the distribution events in the region.
- Ensure the various steps/stages in the IA, TA etc. are followed, fingerprint tool is utilized, and the packages are prepared according to the checklist issued.
- Manage all activities of IMS in the region by having close coordination with IMS team in the Country Office.
- Assist the team in developing the Tailored Assistance packages for income generation of affected families, provide them technical assistance with other partner agencies in the field and make sure its suitability.
- Manage to reduce the backlogs created and use the resources more efficiently so that the current accident is not added to the backlogs.
- Lead and conduct TRC (Technical Review Committee) on weekly basis in close consultation with the Livelihood officer in the region.
- Coordinate with other departments, teams, and stakeholders for effective implementation of the project in the region.
- Assist the team in developing success stories for Communication and outreach activities.
- Coordinate IR2 and IR3 activities in the region.
- Oversee effective compliance in the utilization of resources efficiently and effectively.
Job Requirement
Required Skills & Qualifications:
- Bachelor’s Degree in Humanitarian Assistance, Disaster Management, Business Administration, Public Administration, social science, or any related field.
- Minimum of 5 years of professional work experience in victim assistance, Humanitarian Assistance, social work, disaster management or any related field.
- Experience in MIS is a plus.
- Excellent experience interacting with senior and low ranked government officials in politically sensitive environments.
- Prior experience working on USAID-funded projects and knowledge of USAID policies, strategies, and regulations.
- Shall read, write, and speak English, Dari, and Pashto languages fluently.
- Excellent interpersonal relationships with national and international staff, in a multicultural environment and multidisciplinary teams.
Travel Requirements:
The position will be based in Mazar E Sharif Balkh province with periodic travels to northern provinces and Kabul.
