PIN implements projects focused on agriculture, women’s economic empowerment, social integration, humanitarian response. PIN aims to work in coordination with existing local governance structures and promote community-based approaches to encourage economic and social development.

Job Description

The Team Leader, under the supervision of the Deputy Head of Programs will ensure the effective and principled implementation of PIN’s humanitarian response in Balkh province of Afghanistan. She/he will be based in Balkh province with frequent travel to the districts and villages in the province. The Team Leader will supervise a team of field officers and community health worker to ensure quality and rapid assessment, response and awareness raising to support populations affected by multiple shocks in close coordination with the Security team. The Team Leader may also lead in access negotiations into target areas through working closely with key stakeholders to ensure principled, neutral, independent assistance, He/she may also represent PIN Afghanistan with honesty and integrity and make sure field staff respect for those we work alongside and support in line with the Core Humanitarian Standards and PIN Code of Conduct

 

Main duties and responsibilities:

Project Preparation:

  • Participate in PIN induction to inform quality project delivery in line with CHS and PIN Code of Conduct
  • Ensure full understanding of PIN Community Feedback and Response Mechanism (CFRM) and ensure effective and appropriate roll out across the project
  • Ensure the project team and operations comply with recommended Covid-19 precaution protocols
  • With the DHOP, prepare, review and finalise field plans for beneficiary selection and distribution efforts
  • Organize and deliver trainings to the Field Officers, ensuring they are fully aware of and capable of undertaking their work in line with all project guidelines, procedures, protocols and implementation plans, in line with CHS and PIN Code of Conduct
  • Prepare training program and materials to support beneficiaries use of distributed assistance, translating them into local languages and accessible formats, taking account of different beneficiary characteristics

 

Field Management and Project Implementation:

  • Day-to-day management of project activities and team at field level ensuring quality and accountability. Develop field action plan which will include also calendar of activates and ensure all activities are carried out in accordance with approved approach, methodology and plan.
  • Liaise and coordinate with other stakeholders to confirm acceptance of assessment and distribution plan
  • Ensure that the assessments are inclusive, and all humanitarian principles are respected.
  • Direct representation and coordination with communities and other stakeholder at provincial level.
  • Direct representation and engagement with local leaders, community and beneficiary selection mechanism to ensure transparent, equitable and accountable selection in line with community accepted selection criteria
  • Ensure the best quality for the data collection using Kobo in line with the predefined criteria and approach
  • Liaise and coordinate with logistics and finance for the assessment and distribution.
  • Ensure distribution sites are selected and managed in a safe and secure manner, in line with security, Covid and protection standards and protocols
  • Communicate distribution arrangements to project beneficiaries in good time, respectful and appropriately
  • Liaise and coordinate with selected financial service providers to ensure cash assistance is distributed in an organized safe and respectful manner.
  • Be responsible for checking the quality of items to be distributed to make sure they are in line with the approved standard before they are distributed, raising any issues with the DHOP immediately

 

Representation, Reporting and Compliance:

  • Ensure that the line manager is informed in a good time about all issues, problems, developments, and changes related to the project.
  • Provide regular activity plan and progress report to line manager
  • Ensure Field Officers’ data and reporting information is collected and uploaded/recorded daily
  • Ensure relevant documentation is produced and submitted to relevant departments and on time
  • Where feasible and appropriate liaise with other humanitarian actors on the ground to ensure principled and coordinated awareness raising 
  • Represent the organization with the project beneficiaries and other stakeholders in line with PIN and Core Humanitarian Standards 
  • Perform other responsibilities assigned by the line manager.

Job Requirement

Mandatory qualifications/experience:

  • Minimum 4 years demonstrated experience implementing humanitarian response
  • Understanding of humanitarian standard and principles
  • Demonstrated experience in negotiating humanitarian access in Afghanistan
  • Demonstrated experience working closely with local communities and where it exists to mitigate tensions
  • Demonstrated experience in team management
  • Demonstrated experience in assessment
  • Demonstrated experience in cash-based and NFI interventions
  • Excellent Pashto/Dari
  • Demonstrated ability remain calm under pressure
  • Demonstrated in depth understanding of the local context and ability to work within them to ensure access and safe implementation
  • Demonstrated understanding and experience of gender and protection mainstreaming
  • Excellent understanding about humanitarian donors and UN and working experience of humanitarian projects funded by ECHO, OFDA, FFP, PRM, DFID, and UN systems. 
  • Demonstrated experience, ability and confidence to travel in different parts in the province
  • Good communication and representation skills
  • Experience and full familiarity with data collection  using Kobo.

 

Desired qualifications/experience:

  • Demonstrated experience working in Cash, NFIs, shelter, protection response
  • Demonstrated capacity in verbal and written English
  • Demonstrated understanding of Humanitarian coordination systems including existing assessment and response systems in Afghanistan
  • Demonstrated experience using online data collection software/hardware
  • Ability and confidence to travel to other provinces in Afghanistan
