Since this time Welthungerhilfe has implemented some 165 project in Afghanistan. Main fields of Welthungerhilfe intervention in Afghanistan are emergency relief, food and nutrition security, rural and regional development and water and sanitation.
Job Description
Purpose of The Position:
The Programme Officer (PrO) supports the Programme Department in research, development, reporting, capacity building and guiding the process of programme implementation and administration of the WHH Programmes in Afghanistan to improve the impact of project activities for communities.
Main Responsibilities:
- Provide administrative and strategic support for the implementation of WHH projects
- Network with (inter)national staff of other INGOs, NNGOs and external stakeholders, to contribute to a situation analysis of thematic sectors (i.e. economic development)
- Identify and assist with developing proposals in accordance with WHH standards
- Assesses proposals, including conceptual, methodological, operational, evaluative, and financial aspects of WHH partner calls
- Facilitate WHH project kick-off, project review and lessons learnt workshops
- Ensure cross cutting issues including gender, protection and the triple nexus are considered and mainstreamed in all projects
- Gender Focal Point: Review project proposals and provide recommendations to achieve meaningful gender mainstreaming and to develop gender-sensitive objectives and workplans; assure that gender-related needs are identified and supported; participate in the development of WHH Afghanistan strategic documents to ensure a gender dimension is considered in all programmes; advise Regional Managers and Project Managers on gender-sensitive project implementation
- Assist the MEAL department with the operationalization of the Complaints Response Mechanism (CRM) across WHH programming. Ensure all WHH Project and Partner staff are trained in CRM processes; ensure CRM structures are in place and CRM implementation across projects is monitored.
- Maintain knowledge management structures for internal documentation, evaluations, project learnings, and external information sources; upload and file programme documents in WHH’s intranet and project management software, O365 and ProMis, as well as follows-up on approval processes with WHH HQ
- Conduct, organize and participate in programme meetings and the Regional Coordination Meetings, and keep records of meeting minutes
- Participate in cluster meetings as required, in ACBAR meetings or other programme related meetings, providing feedback in writing
- Support the Deputy and Head of Programmes and Project Advisors as well as other staff members during field trips
- Support project registration and MoUs with relevant line ministries
- Facilitate grants monitoring meetings (grants kick-off, grants monitoring and grants closure meeting)
- Maintain knowledge management structures for internal documentation, evaluations, project learnings related with Grants and Donors Management
- Translate documents to and from English into Dari / Pashto
- Any other task assigned by the Programme Department
Job Requirement
Job Requirements (experience and education)
Master’s Degree and/or at least 1-2 years’ experience in a similar position preferable with an INGO
Background as a former Project Manager/Project Officer is an asset

- The position requires occasional trips to field offices for training and monitoring – the candidate must be able to travel (with colleagues) to all regions of Afghanistan that are considered safe for travelling according to internal security assessments
- Proficient verbal and written communications skills in English including the ability to prepare and review reports, proposals, policies and procedures
