Project Summary USAID continues to support higher education in Afghanistan through the Advancing Higher Education for Afghanistan’s Development (AHEAD) program, an innovative initiative that seeks to improve the quality and relevance of tertiary education by strengthening linkages to public and private sector employability. AHEAD does this through a network approach whereby Afghan Higher Education Institutions (HEIs) are partnered with Coordinating Universities, in USA and Afghanistan, across key growth sectors including Agriculture, Business, Education and Health. AHEAD’s Higher Education Networks (HENs) involve a larger number of institutions and a broader set of activities than traditional university-to-university partnerships, providing a mechanism for strengthening HEIs’ capacity, and promoting channels of communication and collaboration across the ecosystem of public and private HEIs in five provinces of Afghanistan. AHEAD also works to increase access to higher education, especially for vulnerable groups like women, and to enhance the management and administrative capacity of HEIs, Ministry of Higher Education and the Technical Vocational Education and Training Authority. The Coordinating Universities are University of Massachusetts (Education HEN), Virginia Polytechnic Institute and State University (Agriculture HEN), University of Minnesota (Health HEN) and the American University of Afghanistan (Business HEN). AHEAD will work with selected public and private HEIs in Balkh, Herat, Kabul, Kandahar and Nangarhar provinces.

Job Description

Position Summary

This is a full time Access Coordinator position reporting to the Sr. Manager for Access & e-Learning and closely working with Sr. Provincial Coordinator, Provincial Education Directorates (PEDs) and Schools. The Access Coordinator is managing and coordinating the Access activities with PEDs, Schools and the Steering Committee as well as monitoring and evaluating the Kankor preparation courses at target provinces. 

Key Duties and Responsibilities the position include:

  • Supervise and manage the Access activities of AHEAD in target provinces.
  • Work with PED, Schools, communities and the steering committee at the relevant province to implement the Kankor preparation courses to the vulnerable students
  • Work with PEDs and schools to establish the steering committee for Access
  • Work with steering committee to develop criteria for identifying champion teachers/vulnerable students and select champion teachers/vulnerable students.
  • Ensure that procedures for vulnerable student selection adhere with AHEAD’s policy, particularly ensuring equality and diversity.
  • Conduct meetings with parents/community to raise awareness and increase support for Access activity.
  • Monitor and evaluate the implementation of Kankor preparation courses in target schools
  • Collect relevant reports, feedbacks and suggestions from students, teachers, steering committee members and send them to AHEAD main office for consideration
  • Ensure ongoing monitoring, tracking and reporting of the Access activities
  • Update the students’ database and make sure the required data is entered.
  • Oversee the routine activities of the champion teachers/external teachers
  • Oversee the distribution of teaching and learning materials/supplies in relevant province
  • Coordinate/arrange steering committee meetings, prepare agendas and develop/disseminate the meeting minutes.
  • Develop progress and situational reports
  • Undertake other tasks as assigned by the Sr. Manager, Access and e-Learning and Sr. Provincial Coordinator.

Job Requirement

  • Bachelor’s degree in social science (education, management, business administration, public administration) or any relevant field is required.
  • With bachelor’s degree, four years of experience
  • Experience with international development organizations or donor funded development projects is preferred.
  • Excellent coordination and communication skills.
  • Practical working experience with educational projects is desired.
  • Must be a native speaker of Dari or Pashto.
  • Fluency in English (in both oral and written) is required.
  • Knowledge of Afghan culture, international norms of conduct, and the current political situation in Afghanistan.
  • Experienced in MS Word, Excel, and PowerPoint essential as is ability to carry out general analysis of data (e.g., student, faculty, and university statistics).
