About Company

About CTG: IOM, with financial assistance of the European Union, developed the Reintegration and Development Assistance in Afghanistan (RADA) project to support sustainable reintegration of returnees within their communities of return. RADA is implemented in eight provinces of high return (Baghlan, Balkh, Herat, Kabul, Kandahar, Kunar, Laghman and Nangarhar) to achieve the following results: 1. Sustainable reintegration: Returnees and communities in areas of high return in Afghanistan share an enabling environment for sustainable reintegration in which returnees reach a level of economic self-sufficiency, social stability within their community, and psychosocial well-being that enables them to cope with (re)-migration drivers. Activities include: integrated community development projects, support to businesses, start-ups and Technical and Vocational Education and Training (TVET). 2. Capacity strengthening: The Ministry of Refugees and Repatriation (MoRR) and its departments at the provincial level, has strengthened capacities to plan, coordinate and facilitate the provision of comprehensive reintegration assistance. Activities include: technical assistance, peer-to-peer capacity building and the establishment of referral mechanisms and structures such as Reintegration Information Centres (RIC) at the provincial level. 3. Reception Assistance: Persons who are returned to Afghanistan under the Joint Way Forward Framework and additional arrangements on non-voluntary returns, are provided with immediate assistance at the airport in Kabul, Afghanistan. Activities include: medical and psychosocial screening and referral, temporary accommodation and onward transportation. 4. Knowledge development: Comprehensive data collection, trend monitoring, and research contributes to an evidence base on return, reintegration and development policy and practice in Afghanistan. Activities include: data collection and analysis to monitor results, impact and contextual trends, publications and roundtables contribute to policy discussions at national and international level. Under the overall supervision of the National program officer and the direct supervision of the Herat Provincial Team Leader for RADA and in close coordination with the National Officer for CDPs, the successful candidate will assist in the effective implementation of all activities related to social reintegration under the IOM Afghanistan managed, EU/DEVCO funded project “Reintegration and Development Assistance in Afghanistan” (RADA) in Herat province through the following responsibilities:

Job Description

  • Assist community development officer in implementation of social reintegration activities according to IOM’s integrated approach to reintegration.  
  • Assist in formation and/or strengthening of gender-sensitive community committees/networks, planning and preparation of work plans, implementation of planned activities and monitoring/ reporting of progress.
  • Guide and participate in needs assessments, focus group discussions, awareness raising and information activities, and contribute to community development plan and action plan.
  • Provide community committees with capacity enhancement sessions so that they can analyze the needs of their communities and know how to develop realistic action plans that sustainably address the communities’ needs and strategic development objectives.
  • 5)    Mobilize and facilitate the engagements of stakeholders to boost referrals to public and basic social service providers to foster social reintegration.
  • 6)    Identify local level partners, support, and facilitate the partnership in the implementation of planned activities.
  • Contribute to reporting, including for visibility and communication purposes, on social reintegration activities, provide written input and photographs for monthly reports as well as for any other relevant documents / publications.
  • Contribute to the development of new community projects in coordination with relevant colleagues and stakeholders.
  • Ensure adequate integration of cross-cutting issues such as economic and psychosocial reintegration and protection in project assessments and implementation, in close coordination with relevant IOM units and other service providers.
  • Provide ongoing feedback on the level of engagement and project ownership among community members and stakeholders, and support the development of enhanced project identification, implementation and monitoring processes.
  • Undertake duty travel to (deep) field locations in-country when necessary.
  •  Perform other duties as may be assigned.

The appointment is subject to funding confirmation.

Skills:

  • In-depth knowledge of the broad range of migration related subject areas dealt with by the Organization.
  • Applied knowledge of community engagement and conflict analysis.
  • In-depth knowledge of project lifecycle management, including project identification, implementation and monitoring and evaluation. 
  • Knowledge of urban and development policies and plans at local and national level.
  • Knowledge of UN and bilateral donor programming

Technical:

  • Delivers on set objectives in hardship situations.
  • Able to work under pressure and tight deadlines.
  • Works effectively with staff members and project team, provides timely responses technical engineering team’s concerns, liaise with relevant IOM departments and contractors

Job Requirement

  • Bachelor’s degree in Political Science, Public Administration, Sociology, Town Planning or a related field from an accredited academic institution with four (4) years of relevant professional experience.
  • Experience in implementing social services, development assistance or governance projects in Afghanistan, including in working with vulnerable migrant groups including returning migrants as well as host communities, experience working on reintegration issues is an advantage.
  • Experience in remotely supporting teams and proven good communicational, analytical, interpersonal, and organizational skills.
  • Proven ability to establish and maintain strong working relations and lead, motivate teams, and cooperate with relevant government and community counterparts, international organizations, implementing partners and private sector entities.
  • Experience with international organizations, UN agencies, (international) non-governmental organizations is preferred.
