Job Description
Under the direct supervision and overall direction of the Cluster Coordinator, the Team Leader has the following duties and responsibilities:
- Coordinate WFP’s Daily and Weekly Monitoring Plan with field monitors and provide regular support to field monitors on day-to-day operations in the field.
- Regularly supervise field monitors, communicate with each field monitor on daily basis, get update on the work progress in the field and ensure that the staff assigned to a particular area/project site is there and available on time and ensure that the information received is reliable, accurate and of high quality. Moreover, regularly check with the field monitors on the submission of monitoring reports and ensure that all the checklists are recorded in KOBO/ MODA (WFP Corporate Data Collection Tools) and reports are submitted to WFP Field Office on timely basis and of high quality.
- Rigorous and timely review of all the monitoring checklists submitted by field monitors and/or team leaders in KOBO/MODA and other reports i.e. assessment, verification, etc. and make sure that the checklists are filled out properly and the narrative in the checklists and reports are accurate, clear and understandable in English.
- Take active part in assessments of all project activities under SO1, SO2 and SO3 i.e. emergency response, livelihood and nutrition and provide quality report/checklist at the earliest to WFP Field Office.
- Assess the needs for humanitarian interventions (Food/Cash) in rapidly developing emergency situations such as: natural disasters, IDP, refugee or returnee influx, etc. draw up plans for its timely arrival in co-ordination with government and other stakeholders and monitor the implementation of these plans.
- Raise issues related to field operations, administration, financial or other with Cluster Coordinator for follow up and timely solutions.
- Follow up with field monitors on the issues identified during the previous monitoring or site visit(s) that required follow up and further actions and make sure that they are taken up and resolved timely.
- When requested by WFP Field Office, represent WFP at the district and provincial level coordination meetings called by governor and line departments such as: PDMC and NGO/INGO; take note of key matters discussed and report back to the field office for information and further appropriate actions.
- As and when requested, support WFP Field Office in negotiating humanitarian access to the areas that are hard-to-reach for WFP staff or convoy.
- As requested by WFP and under the guidance of the Head of the Field Office, VAME focal point and Compliance team, conduct verification of compliance cases such as: food/cash diversions, misuse of WFP resources, etc. and follow up of Hotline cases and come up with timely and realistic reports.
- Facilitate and follow up with Cooperating Partners (CPs) to submit the Monthly Distribution Reports on time.
- When required, translate Pashto/Dari narrative in checklists and monitoring reports into English before being submitted to WFP Field Office.
- Stand in as Cluster Coordinator in the absence of the incumbent.
- Stand in as field monitor in the absent of the incumbent and when needed.
- Perform any other duties assigned by WFP Field Office.
Job Requirement
- Education: University degree in one or more of the following disciplines: economics, agriculture, international affairs, business administration, social sciences, development studies or a field relevant to international development assistance.
- Experience: At least three years of professional experience in commerce, development, administration, or food aid support.
- Basic understanding of and ability to formulate activities at the community level, follow up on their implementation and monitoring and reporting.
- Demonstrate ability to negotiate access at the community level and throughout the different provinces where support is required.
- Experience utilizing computer, including MS Office Packages and knowledge on remote data collection tools i.e. KOBO, MODA or ONA.
- Awareness of gender issues and minimum knowledge of gender mainstreaming techniques.
- Fluency in both oral and written English.
- Ability to consolidate data and prepare clear and concise narrative reports in English.
- Ability to speak fluently in Afghanistan’s local languages i.e. Pashto and Dari.
- Ability to travel extensively in the relevant region, with strong contact networks focused on difficult-to-reach areas.
