About MMRCA: Background Information: The Medical Management and Research Courses For Afghanistan (MMRCA) is a national, non-for profit, non-political, humanitarian organization established in March 2008 by Afghan Health Professionals and is registered as an NGO with the ministry of economy (MoE) of the Islamic Republic of Afghanistan. MMRCA has been implementing SEHATMANDI (BPHS+EPHS) Project in Faryab province since 1st February 2022 and has been providing quality health services to the entire population of Faryab province according to BPHS and EPHS guidelines and MoPH policies/strategies. MMRCA is also implementing SEHATMANDI (BPHS+EPHS) Project in Badghis province since 1st January 2019 and has been providing quality health services to the entire population of Badghis province according to BPHS and EPHS guidelines and MoPH policies/strategies. MMRCA invites and encourage eligible candidates to apply for the position of Finance Officer located at Kabul main office and requires travels to to Faryab and Badghis Provinces.

Job Description

Responsibilities :

  •  Comply with MMRCA practices as outlined in the organization finance manual.
  • Be responsible for dealing with all fund receipt (RV) and journal (JV) transactions.
  • Prepare receipt voucher on the spot for fund received from donor.
  • Prepare payment vouchers on the spot for all payments which done by bank accounts.
  • Prepare journal voucher on time for all adjustment entries and for loan receipts.
  • Completing the signatories on the receipt/ journal vouchers. The signatures must not be delay for another day.
  • Calculation of taxes based on the Afghanistan tax law for all taxable payments.
  • Ensue the tax are deducted from all the taxable payments.
  • Payment of tax on time to MTO for all taxable payments and prepare all tax documents before the payment.
  • Printing tax documents before the bank cheque issue to MTO account.
  • Compute taxes owed and check tax returns, ensuring compliance with payment, reporting and other tax requirements.
  • Maintain the tax record in appropriate ledger form.
  • Collecting weekly reports from field/provinces in appropriate reporting forms.
  • Check/analyze the reports and submit to Finance manager at weekly base.
  • Collecting the vouchers from province on monthly base.
  • Checking all the field/province vouchers, ensure the correct coding of all transactions.
  • Ensure that all supporting documents/signatures are valid and completed with all field vouchers.
  • Ensure all supporting documentation for all financial transactions are maintained in a systematic order and in a safe and secure condition under the custody of the organization.
  • Maintain a proper filing system for all receipt/ journal vouchers and maintain MMRCA standard labeling for all vouchers.
  • Follow up and collection of finance documents with province on monthly base.
  • Compute taxes owed and check tax returns, ensuring compliance with payment, reporting and other tax requirements.
  • Prepare rental payments including vehicles rent, office rents, etc…
  • Follow up and completion the rental documents from vehicle rent, office rent, etc.
  • Ensue the rental documents/ signature are valid and completed before the payment.
  • Assist new Finance officer for recording bank transaction on manual/ computer system as appropriate.
  • Working with new finance officer up to he/she is not oriented with appropriate finance system.
  • Preparing bank reconciliation at the end of each month.
  • Assist with Finance Manager for preparing MoE report and submit to MoE on time.
  • Perform any other duties assigned by the supervisor/ line manager.

Job Requirement

BA/Bachelor of economics from recognized universities

Fluent in Dari and Pashtu and working knowledge of English

At least 3-years working experience in accounting and finance
