Job Description

NCA is seeking a technically competent and highly motivated Climate Resilient WASH Programme
Coordinator to join the NCA team. This position is technical, requiring competency in engineering and
project management skills. The post holder will provide leadership to a team of dynamic NCA WASH
engineers and partners. The post holder is expected to collaborate closely with the Climate Smart Economic Empowerment, GBV, Humanitarian, and Learning and Social Development to deliver triple nexus programming. The post holder will work under the Head of Programme (HoP) leadership.

Job Requirement

The main tasks and responsibilities for this position (supervisory responsibilities, etc.):


Strategic Planning & Management:
· Contribute to the development of an organisational culture that reflects NCA mission, vision and core values, promotes accountability and high-quality performance; encourages a culture of learning, creativity and innovations.
· Actively participate in the development of the country programme strategy and its implementation, including monitoring its progress through regular reviews.
· Continuously strive to improve quality and performance delivery of the climate-resilient WASH programme.
· Provide leadership and oversight of the climate-resilient WASH programme, including administrative and logistical support to programme delivery
· Ensure that cross-cutting issues on gender, protection, environment, peacebuilding and disaster risk reduction are mainstreamed.


Technical Leadership
· Mainstream climate-resilient development approaches and technologies such as improving the resilience of protected wells to flooding; small-scale systems for treating stormwater; gully protection
and rehabilitation; participatory water quality testing; water safety planning; increasing water storage; rainwater harvesting technologies; artificial recharging of aquifers; solar power water pumping; water
conservation; water recycling and reuse, planned boreholes; raised pit latrine; septic tanks; climate risk informed pre-triggering in CLTS approaches; promotion of integrated water resource management, etc.,
· Provide technical oversight in conducting technical assessment; conduct of water safety planning, and all engineering related activities.
· Develop technical approaches and guidance notes to ensure technical soundness and effectiveness of climate-resilient WASH programme.
· Design training modules, train NCA staff and CSO partners implementing climate-resilient WASH programme.
 

Monitoring
· Prepare terms of reference of consultants, trainers, or any resource persons that the climate-resilient WASH programme will engage requiring a term of reference.
· Develop project monitoring plan ensuring that qualitative and quantitative indicators align to project milestones in collaboration with the PMER coordinator.
· Review and provide feedback to narrative reports, baseline study, and evaluation reports.
· Conduct regular field monitoring visits
 

Reporting and Communication
· Write high-quality narrative and end of project reports that meet donors standards and deadlines.
· Review periodic narrative reports submitted by partners ensuring that reports are of high quality; that accomplishments, challenges, lessons reflecting pertinent data accurately.
· Develop project visibility plan that promotes a positive perception of NCA climate-resilient WASH programme in collaboration with NCA media and communications team and CSO partner.

Finance and Logistic Management:
· Monitor CSO partner expenditure and ensure that burn-rate is within the desired spend plan.
· Provide technical support to CSO partners in developing their procurement plan, ensuring accurate technical specifications following NCA and donor logistic and procurement policies and guidelines.
· Liaise with the procurement and logistic officer whenever appropriate to ensure timely delivery of CSO partner purchases.
 

Networking and External Representation
· Represent NCA in various national, INGO, UN clusters, working groups and international platform.
· Engage with the provincial and local government stakeholders in broadening NCA network and visibility.
· Organise donor visit in close collaboration with the CSO partner and Head of Programme.
· Liaise with NCA climate-resilient WASH technical adviser and other cross-cutting technical advisers.
 

Human Resource Management
· Ensure that the programme has adequate staffing that meets the technical and project management needs of the programme.
· Supervise staff and regularly evaluate staff performance.
