About MEDAIR: Medair is an international humanitarian organization established in 1988. Medair has been operating in Afghanistan since 1996 with programmes mainly in the Health, Water & Sanitation, and Livelihoods sectors with significant reconstruction activities in remote areas. Current projects are Water & Sanitation, Food Security, & Disaster Risk Reduction. An Integrated Emergency Response: Medair aims to respond to high levels of food insecurity, malnutrition, and morbidity, which have been significantly affected by drought and conflict conditions. Building upon Medair’s decades of experience in the Central Highlands, the project intends to improve and extend utilization of lifesaving preventive and curative nutrition and health services by mothers, PLWs and children U5; to increase access to clean water, to reduce vulnerability to water-related and other preventable diseases, and to improve and increase food security for the most vulnerable families through food assistance activities.

Job Description

RESPONSIBILITIES

  • Be the security focal point for Medair Daikundi and liaise with DKN SMT for regular security updates.
  • Follow and monitor staff movement (project and base) and be able to respond in real time to a security incident/situation.
  • To uphold Medair values and to contribute to the wellbeing of the team as an active member.
  • To adhere strictly to Medair National Staff Regulations.
  • To adhere strictly to Medair Security Plan and the SOPs: helping to ensure the safety of the staff in the field and inform the Project Coordinator of any development related to security in the field.
  • To conduct all Medair activities honestly and to report any issues to the line manager or a member of the Medair management team.
  • To be flexible and willing to assist in other areas of work as requested by the Project Coordinator.

MAIN ACTIVITIES

SMT

  • Gathering of information relating to security issues – from INSO, press, other NGOs, local contacts and other members of staff – relating to areas in and around where Medair work.
  • Quick dissemination of relevant security information to members of staff through the most appropriate means, e.g. phone call, office meeting, email
  • Conduct field security assessments for any new project or sub-base site and update them as needed in coordination with the Project Coordinator and the project teams.
  • Lead SMT meetings and contribute to information gathering and discussion on implications for Medair Afghanistan projects and programme. Take notes of any SMT meeting and share with members as appropriate.
  • Update emergency contact lists in coordination with the Project Coordinator
  • Become a member of a Crisis Management team as requested

External representation

  • Liaison with INSO, providing them with relevant information, attending INSO meetings, checking current security advisories when appropriate
  • Meet/discuss with other security actors in Daikundi for security coordination and improved management as appropriate
  • With liaison with and oversight from the PC and CD, liaise with government security actors as needed (NDS, police, MoE, etc.)
  • Maintaining good relations with neighbours, ensuring they know us, and we know them
  • Be the focal point to represent Medair by attending non-sectorial NGO coordination meetings in Nili.

Base security

  • Know and communicate the security policies pertaining to all staff, making necessary updates and changes in coordination with the Nili SMT
  • Maintain efficient and cooperative reports with the guards and security team.
  • Coordination with logistics team on driver security and safety
  • Participate in periodic review of Nili base and field bases security
  • Regularly check and maintain saferooms and security communications equipment in good order.
  • Gather daily check-ins from all teams morning and evening and communicate with Ops in Kabul
  • Holding the office security phone and making sure that it is on and charged at all times. To hand over the office phone over to another person in case of leave or if there is a time that can’t be covered

Staff management

  • Line manage the Nili security guards, prepare schedules, manage annual leaves, set objectives, conduct performance reviews etc.
  • Functional oversight of the Project Support Officers in their capacity of security focal points for each Daikundi sub-base
  • Conduct regular training and refreshers of other team members on security SOPs and emergency preparedness.
  • Conduct security induction and briefings for all new staff

Job Requirement

Education

High-school graduate.

Relevant experience

2 years of experience in a similar position for an NGO

Languages

Fluent Dari oral and written skills

Good English oral and written skills

Computer and IT Skills

Strong computer skills in Microsoft products particularly Excel

  • Able to look critically at data and flag inconsistencies and inaccuracies
  • Dedicated with strong attention to detail
