Job Description

Job Purpose:

The Area Security Officer is responsible for the implementation of safety, and security, policies across the assigned area.

He is working under the direct supervision of the Country Security and Access Manager, in consultation with the Area Coordinator – Northwest Region.They will focus on external coordination at sub provincial and district levels, with oversight on coordination at district and village levels. The role holder will be primarily responsible for program activity on the field, program related sub area budget planning, reporting and capacity building and field staff planning, and area partner or stakeholder collaboration with assistance/validation from the Technical Coordinator, Project Advisor, Area Coordinator, Program manager, or who is primarily responsible for overall program activity implementation and monitoring.

Duties & Responsibilities:

  1. Staff management and Leadership:
    1. Control and check daily the work of all the persons under his/her responsibility.
    2. Organise the planning (monthly/weekly/daily work) of his/her department.
    3. Manage leave for the members of his/her department.
    4. Maintain efficient monthly, weekly & daily planning & movements follow-up tools.
    5. Train & build capacities of security staff in area of responsibility.
    6. Promote effective communication and cooperation with other sections within area of responsibility, particularly logistics and program.
  2. Security
    1. Policies and procedures:
      1. Prepare and maintain plans, SOPs, and contingency plans, including but not limited to the Security Plan and hibernation, relocation, and evacuation (HRE) contingency plans, supported by Capital Security Department.
      2. Contribute to Acted Country Security Plan
      3. Contribute to formal threat assessment and risk analysis processes as directed.
    2. Maintain situational awareness:
      1. Monitor security situation across assigned area of responsibility.
      2. Maintain a network of appropriate contacts to provide situational awareness across areas relevant to Acted operations.
      3. Travel frequently to Acted areas of intervention to understand security environment and security considerations of Acted operations.
      4. Attend relevant security coordination and information-sharing meetings!
      5. Maintain awareness of conditions of key infrastructure of security relevance within area of responsibility (road and air transport, health facilities, security installations)
      6. Contribute to Acted security databases and information management systems as directed.
    3. Incident reporting and passage of information:
      1. Compile regular reports on the security situation and disseminate within area and to Capital Office.
      2. Disseminate timely security advisories and threat warnings to personnel within area of responsibility.
      3. Provide detailed incident reporting regarding any security incidents that occur within area of responsibility, in accordance with Acted policies.
    4. Provide specialist security input to planning and conduct of Acted program activities wherever appropriate.
    5. Training:
      1. Coordinate provision of security-specific training through external providers to guards, drivers, and other staff as appropriate.
      2. Deliver/coordinate delivery of refresher training to guards, drivers, and other staff as appropriate.
      3. Deliver basic security awareness training to new Acted staff, and regular refresher training to established staff.
      4. Carry out drills to confirm staff training in response to safety and security incidents.
    6. Ensure first aid and fire safety equipment is provided and maintained in accordance with Acted standards.
    7. Movement control:
      1. Maintain security clearance system for movements between sub-bases across assigned area of responsibility.
      2. Track all official Acted movements within North West Region.
      3. Maintain security clearance system and tracking for all movements of international staff within assigned area of responsibility.
  3. Communications :
    1. Manage holdings of radio and satellite phone equipment across area of responsibility, providing up to date information to logistics department for asset management as required.
    2. Coordinate the maintenance of radio and satellite communication equipment.
    3. Control issue of radio and satellite phone equipment within area of responsibility.
    4. Provide training on use of radio equipment and radio voice procedures as required.
    5. Establish and maintain radio standard operating procedures across area of responsibility, including callsigns, schedules and reports and returns.

Job Requirement

Education:

  • Bachelor’s degree in security management, International Relations, Business Administration, or a related field.
  •  Relevant certifications in security management or risk assessment.

Experience:

  • Minimum of 2 years of experience in security management, preferably in a humanitarian or development context.
  • Experience in staff management and leadership roles.
  • Proven track record in planning and implementing security
