About Bakhtar Development Network (BDN): Bakhtar Development Network (BDN) was established in 2001 as a non-governmental, non-profit, non-political organization in Afghanistan. BDN envisages a society where people are motivated to aim for a better future and hence, BDN exists to help communities achieve their development goals. Since its inception, BDN has been implementing various health, nutrition, education, and community development projects. BDN focuses on three main dimensions while implementing health, nutrition, and other development projects; 1) Evidence-based delivery of services; 2) capacity building of service providers and 3) improving staff’s managerial capacity to better plan and manage projects. Job Description
Basic Functions
- Checking/ Supervision/ Verification of Vouchers
- Assist Finance Manager to plan, organize and control the finance and accounting activities of the Entity in the best possible manner.
- To coordinate with the other departments regarding financial matters.
Specific Responsibilities
- Supervise all financial and general accounting, budgeting, and reporting activities.
- Direct maintenance and submission of all information to BDN/head Office/Donors.
- Ensure timely provision of the information required by regulatory bodies.
- Ensure the accuracy of recording all basic data for accounting purposes.
- Ensure timely preparation and disbursement of salaries and the records in this regard are maintained properly by the concerned officer/staff.
- Coordinate with the heads of departments to ensure the timely completion of detailed budget statements.
- Ensure that the maintenance of the entity's books of account and the preparation of monthly trial balance are maintained and prepared properly.
- Ensure that the posting into the sub-ledgers is kept up-to-date.
- Direct the preparation of Journal Vouchers for the accrual of expenses and adjustments at the month-end.
- Direct the preparation of all the schedules in support of the trial balance.
- Ensure safe custody of all sorts of accounting records.
- Direct and ensure prompt preparation of monthly/periodic management reports.
- Ensure that the bank reconciliation statements are prepared properly and regularly on monthly basis.
- Direct the timely preparation of annual accounts together with the schedules and notes for early completion of statutory audit.
- Direct the timely preparation of periodic accounting reports.
- Ensure proper handling of Tax and other statutory matters of the entity by staff or consultants.
- Checking of financial models prepared by the consultants to ensure correctness.
- Conduct a review of the periodic accounts along with all the schedules.
- Ensure the timely establishment of letter of credits required for import of vehicles/spares and any other items required from time to time.
- Checking of Final Settlement of Accounts of officers and staff.
- Review of Funds Accounts.
- To extend full co-operation and assistance required for preparation of various financial models to the finance manager appointed by the entity for financial restructuring.
- Carry out any other duties assigned by his supervisors.

Responsibilities Common to All Supervisory Positions
- Keep under constant review the functions, duties, and responsibilities of those reporting to him so that these can be carried out effectively.
- Plan, coordinate, and control the work of all personnel reporting to him to ensure that the objective and functions of his department are understood and carried out as required.
- Plan and requisite supplies and materials in advance to prevent interruption of work.
- Plan in conjunction with the personnel department, the manpower requirements in advance to ensure the availability of qualified men when required.
- Anticipate problems and plan how best to meet them and see that those reporting to him do likewise.
- Assign responsibilities to those under him, and delegate sufficient authority to carry out such responsibilities.
- Guide those under him in carrying out assigned responsibilities, and train them for greater and more important responsibilities.
- Schedule resources of men, materials, and equipment to obtain optimum performance.
- Make all-out efforts to achieve the goals and objectives set for his part of the organization.
- Control the expenditure of his department within the authorized budgets.
- Assume full responsibility for cost reduction in his area of responsibility and co-operate with other managers in cost reduction.
- Keep his superior advised of all developments, in his department or elsewhere, in which his superior is interested and at the same time keep his subordinate informed of anything that would be helpful in the performance of their jobs.
- Co-operate with Internal and External Auditors for early completion of their job.
- Ensure safe custody and proper maintenance of all entity's assets, stores, stock, etc that happen to be in his charge.
- Prepare on-time reports required for the proper administration of his activity.
- Process all documentation relating to his work as expeditiously as possible.
- Review, discuss and take action on any reports concerning his area of responsibility which are prepared by Internal Auditors, External Auditors, and Consultants.
- Ensure proper accounting for subsidy.
- Prepare reports required by BDN for monitoring the proper implementation of the financial restructuring of the Entity quarterly.
Job Requirement
- Master degree in business administration MBA or higher, preferably.
- Minimum of 5-7 years of experience Accounting and Finance
- Detailed knowledge of the Afghan laws, policies, procedures, regulations, and guidelines
- Excellent knowledge of QuickBooks.
- Excellent written and verbal communication skills in English & Local Languages.
- Excellent knowledge of Microsoft Excel.
- Excellent integrity and character.
- Excellent facilitation/presentation and report writing skills.
- Strong interpersonal skills and ability to engage with others.
- Ability to work within multicultural, multinational working teams and work under pressure conditions.
- Proficiency in Microsoft Office package, specifically in Word, PowerPoint, and Excel.
