Job Description
Purpose of the job
Responsible for pharmaceuticals manamgement in the mission.
Mission 1: Supporting the Nut and Health and Logistics departments in managing medical procurement
The Mission Pharmacy Manager is in charge of:
- Supporting the Logistics and Nut/Health departments in international procurement
- Supporting the Logistics department in dealing with local health and administrative authorities for obtaining import permits and tax exemptions.
- Supporting the Nut/Health HOD in assessing needs & requirements and preparing international orders for each project
- Supporting the Nut/Health HoD in making decisions on the choice of molecular substitutions as part of the procurement process.
- Supporting coordination in defining procurement frequency
- Participating in the analysis workshop before international orders
- Supporting the Log HoD and the Nut/Health HoD in evaluating the local market and any possible local emergency procurement
- Collecting information about suppliers
- Collecting information for any possible external audit of the local market
- Facilitating sourcing activities during procurement (selection of sources, etc.)
Mission 2: Improving quality in the management and use of medical products
The Mission Pharmacy Manager is in charge of:
- Ensuring/analysing data collection (stock, consumption) from the bases and, where relevant, from the Dispensation Sites, and inputting the data into the SFU Med or other Excel file.
- Analysing this data in order to optimise the management of drugs/medicines and medical equipment (needs assessment, cold chain, expiry dates, stock surplus/shortage, etc.)
- Ensuring the regular and appropriate use of management documents (stock sheets, delivery notes, computer tools, etc.) by the Pharmacy Officer.
- Working closely with the Nut and Health department to verify stock and consumption status against programme data (primary healthcare database) and assess the appropriateness of prescriptions.
- Being able to provide, in real time, all reliable stock data, consumption, use of drugs/medicines and health products for each project.
- Backing up all computer data at least once a month.
Mission 3: Maintaining the physical integrity of the Central Pharmacy
The Mission Pharmacy Manager is in charge of:
- Compliance with Good Storage Practices for medical products
- Spatial organisation of the Central Pharmacy
- Physical integrity of the premises: security-protected entrances, no water damage, no cracks in the roof or walls, no rodents, etc.
- Hygiene of the premises: regular cleaning of floors and shelves, refrigerator maintenance, no food or sugary drinks, etc.
- Twice-daily monitoring of temperature and humidity during working days
- Ensuring that everything possible is done to combat factors leading to the damage of medical products
- Classification of products according to the rules recommended by AAH
- Ensuring compliance with special storage conditions required for certain specific products (cold chain, products considered to be narcotics)
Mission 4: Supporting the Logistics department in the acceptance of international orders
The Mission Pharmacy Manager is in charge of:
- Participating in the acceptance of international orders in capital letters:
- Quantitative acceptance (number of cardboard boxes, quantity of products, etc.)
- Qualitative acceptance (integrity of the products delivered, compliance with storage conditions, etc.)
Mission 5: Supporting the Logistics department in the technical supervision of the Base Pharmacy/Pharmacies
The Mission Pharmacy Manager is in charge of:
- The technical supervision of storage warehouses (Base Pharmacy and Central Pharmacy) in order to analyse the Pharmacy Officer’s compliance with Good Storage Practices
- Providing recommendations
- Monitoring the compliance of these recommendations
- Ensuring that the AAH's procedures and tools used by the base and coordination programme and logistics teams are properly understood and applied.
- Providing technical support through internal training on stock management
Mission 6: Improving technical capacity at programme level
The Mission Pharmacy Manager is in charge of:
- Providing technical support through internal training on stock management, rational use of medical products, critical analysis of consumption data
- Supporting the district management team in setting up training on stock management in health facilities (intended for the stock officer of the supported health facilities)
- Supporting the team of supervisors in pharmacy supervision
Mission 7: Supporting the Nut/Health HoD in proposal writing and donor reporting
The Mission Pharmacy Manager is in charge of:
- Providing technical support to the Nut/Health HoD in defining, quantifying and evaluating medical product needs in the framework of proposed donor projects
- Contributing to the preparation of donor reports specifically with respect to information relating to drugs/medicines on the mission
Job Requirement
Diploma/Professional experience
State Diploma in Pharmacy or Advanced Diploma in Pharmacy Management (Bac+ 4 minimum)
Significant professional experience in pharmacy organisation and management
Experience within a NGO is desirable
Skills required
Capacity in needs assessment and supply of drugs/medicines to health facilities
Good understanding of the functioning of the national supply chain
Skills in capacity building via individually or group training
Team management
Good command of Excel, Word and Outlook is essential
