Job Description

Job Purpose

The purpose of this position is to supervise the daily activities of the Cash and Voucher component in all matters related to cash delivery mechanisms in Herat province. The project Officer will lead the operation of the implementation of this grant. He/she will do all planning, coordination, procurement committee member and supervise the cash and voucher assistants who will do all the field work. The main objectives of these project is to provide Multi-Purpose Cash assistance for target HHs and the project specifically help the crisis affected girls, boys and adolescence to have access to basic needs (including boys' and girls' education) and through this grant 146 HHs will be supported through MPCA in districts of Herat.

The Duties and responsibilities may include but not limited to:

  • Responsible for overall management of cash distribution component which includes implementation and monitoring of activities in target districts of Herat province;
  • Assist with project assistants to plan and conduct meeting with authorities and village leaders at district levels.  
  • Review and confirm area mapping process, mobilization, beneficiary selection, and verification procedure presenting by local staff.
  • Support the project team in providing the project plan and daily project implementation and regular follow up to manage implementation in line with work plan and project scope. 
  • Assist the team in identification of secure and accessible distribution centers in target districts.
  • Have the ability and knowledge on cash based programing and intervention for Multi-Purpose Cash distribution process.
  • Coordination the CTP activities internally with supply chain, finance, and MEAL departments. 
  •  Support the Cash & Voucher Advisor in development of project procurement plan and project detailed implementation plan.
  • Coordinate with FSP (Financial Service Providers) on safe facilitation of cash distribution and as well the cash disbursement based on the approved lists.
  • Assist in post cash distribution data collection process; supervise its implementation; organize data entry in database; ensure the high quality of the data at all stages of the progression; process data and produce reports;
  • Maintain records on program activities, including project committees, budgets and other documentation; provide information for project briefs, and other related purposes; and ensure project cycle deadlines are met;
  • Be responsible for the daily liaison with the financial service provider and administration of the cash transfer process to beneficiaries with respect to the signed agreements and policies of donor.
  • Develop daily, weekly and monthly progress cash distribution reports to direct supervisor.
  • Maintain beneficiary and post cash distribution databases, and the checklist developed by MEAL.
  • Liaise with beneficiaries and government authority in provincial level and undertake visits to view project outputs and beneficiaries, inspect cash withdrawal points;
  • Ensure compliance with policies, criteria and procedures with respect to Cash and Vouchers;
  • Assist emergency response manager & Cash Voucher Advisor in all matters related to cash delivery mechanisms; bring to the attention any administrative constraints arising during the process of cash transfer
  • Provide inputs for the periodic and final reports, briefs and other updates;
  • Contribute to creating a culture committed to the safeguarding of children and adults and compliant to WCUK’s Child Safeguarding and Adults at Risk Policies.
  • Draft statistical reports related to cash and vouchers;

Person Specification

Experience and mandatory criteria:

  • Have bachelor degree in relevant fields preferably in economics.
  • 3-4 years’ relevant experience in cash distribution projects preferably with International Organizations
  • Experience of working with the communities and the stakeholders in Herat
  • Experience in working with children and vulnerable families
  • Have enough child protection knowledge
  • Excellent computer skill
  • Excellent English Language skills
  • Excellent communication, coordination, negotiation skills
  • Good report writing and presentation skills
