ACTED/REACH Afghanistan is looking for an Assessment Officer to be part of the Humanitarian Situation Monitoring (HSM) REACH team. Job Description

Assignment

ACTED is seeking two Assessment Officers to support its inter-sectoral research and programming carried out under the REACH department. The overall objectives of the inter-sectoral research programming are:

  1. to inform multi-cluster humanitarian programming for the Afghanistan response by identifying multi- and inter-sectoral needs and how they relate across different geographic locations and population groups outlined in the Humanitarian Needs Overview (HNO).
  2. monitor the above-mentioned needs across Afghanistan and implement rapid ad-hoc assessments where needed to fill any information gap.

The Assessment Officers will be responsible for supporting the management, implementation and output development of one of the two projects falling under inter-sectoral portfolio: the multi-sectoral needs assessment (MSNA) and the Humanitarian Situation Monitoring (HSM) programme.  

These positions sit within REACH’s Inter-Sectoral Research Unit (ISRU).

The ideal candidates will be eager to work in a dynamic organization with opportunities to build upon existing data analysis skills and output design. Technical backstopping and support is provided by the MSNA/HSM Focal Point, the ISRU Research Manager for the REACH Afghanistan team, and the IMPACT Geneva HQ team.

At minimum, familiarity with the humanitarian/development sector in Afghanistan, quantitative analysis skills and effective communication skills in English are required. Previous experience in directly engaging with the active clusters in Afghanistan (and specifically in the food sector) is highly desirable.

Key responsibilities:                          

Under the line-management of the MSNA/HSM Focal Point, the Assessment Officer will participate in tool design, data analysis, and output production for relevant research cycles. Functions will include, but will not be limited to:

  1. Project/Research Cycle Management
  • Support the MSNA/HSM Focal Point in overall project and research cycle management by providing input on work plans, ensuring implementation and follow up, and communicating delays as needed.
    • Support the MSNA/HSM Focal Point in drafting English-language project narrative reports for donors and key stakeholders as needed.
  1. Research Design, Analysis, and Output Production
  • Participation in designing the tools associated with the multi-sectoral needs assessment;
    • Develop qualitative and quantitative tools in coordination with Data and Operations teams;
    • Design data analysis plans to accurately and comprehensively analyse data collection results in coordination with the Data team;
    • Develop accurate assessment outputs using Microsoft and Adobe Software i.e. InDesign, which ensure the quality and accuracy of technical information provided. Outputs may include narrative reports, factsheets, key findings summaries, etc.
    • Engage with HQ throughout the research cycle – including research design, tool development, data analysis, product production, and external coordination.
  1. Team Work and Coordination
    • Coordinate with the MSNA/HSM Focal Point, Data team, and Operations team regarding all activities of the assessment;
    • Provide updates regarding the assessment at unit and research coordination meetings as needed;
    • Support the MSNA/HSM Focal Point in the development or revision of the project tool, report preparation, other required tasks.
  1. External Engagement
  • Support the MSNA/HSM Focal Point in external engagement regarding the assessment as needed.
  • Serve as REACH’s Focal Point for one of the clusters or Working Groups and any other workshop as identified by senior management (e.g. biannual IPC workshop)

The Assessment Officer will maintain the strictest confidentiality on all data collected and related processes. He/she will actively take measures to prevent the unauthorized sharing of any information and data belonging to ACTED and its partners, or collected during his/her assignment with ACTED.

Job Requirement

  • Excellent academic qualifications, including a Bachelor degree in relevant discipline (International Relations or political or social sciences, Data Science, etc.);
  • At least 3 years of relevant working experience in humanitarian or development settings, through either research, evaluation, assessments, or programmes;
  • Experience in analysing either quantitative and/or qualitative data for analysis;
  • Proven knowledge of the Microsoft Office Suite, to include Word, Excel, and PowerPoint;
  • Demonstrated capacity in written fluency in English writing detailed narrative reports using qualitative and quantitative data;
  • Demonstrated spoken fluency in English;
  • Ability to multi-task with tight deadlines;
  • Attention to detail is highly desirable for this position;
  • Ability to work independently and as a part of the team;
  • Ability to operate in a cross-cultural environment requiring flexibility;
  • Ability to operate in a complex and challenging security environment;
  • Previous experience with remote coordination;
  • Experience with Adobe InDesign software is required, advanced skills in Adobe InDesign Software is considered an asset;
  • Previous experience in survey design is required, knowledge and experience with KOBO is considered an asset;
  • Advanced skills in SPSS and/or R, STATA or other statistical analysis software is considered as an asset;
  • Knowledge of qualitative assessments, methodologies, and analysis and related analytical software (e.g. NVivo) is considered as an asset;
  • Knowledge and experience with GIS software is considered as an asset.
