Purpose of the Job: The Camp Management Community Outreach Officer is responsible for implementation of NRC’s Camp Management project in Herat, Afghanistan. This new project will use Camp Management methodologies to provide support to the collective sites in Herat, which are accommodating drought-displaced families from Badghis and Ghor provinces. The project aims to improve the protection and assistance response to displacement-affected communities by establishing mechanisms to enhance: The Camp Management Officer will be responsible for supervising all mobile outreach work taking place in the collective sites; ensuring the smooth day to day running of the Community Tents; supporting the establishment and capacity building of Collective Site committees; and coordinating with relevant local stakeholders.
Job Description
Generic responsibilities:
- Ensure adherence with NRC policies, tools, handbooks and guidelines
- Implement delegated Camp Management project portfolio according to plan of action
- Prepare and develop status reports as required by management
- Ensure proper filing of documents
- Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
- Promote and share ideas for technical improvement
- Plan and implement the different mechanisms of the CM project in the assigned Collective Sites (and Community Tents), according to tools, SOPs, and annual work plan
- Line management of Community Based Workers in the Community Tents, and supervise the daily work of CM Assistants
- Provide regular activity progress reports to the CMCO Coordinator and ensure proper filing of all documentation (soft and hard copy, as required)
- Ensure that projects target beneficiaries most in need of protection and/or assistance, while exploring and assessing new and better ways to assist those in need.
Specific responsibilities:
- Use initiative in day-to-day problem solving according to agreed procedures, priorities, and standards for the area of work
- Regularly visit collective sites in order to provide information on rights, services, and durable solutions; to refer cases; and to disseminate information about NRC’s mandate
- Coordinate with community leaders as well as governmental and non-governmental organizations and UN agencies to establish and maintain networks for access, referrals, and problem solving
- Collect and record information about the situation and needs within the informal collective sites to use for coordination and advocacy
- Communication with communities
- Promote the Community Tents among potential visitors, disseminate relevant and meaningful information regarding the rights of IDPs, and services available in the area, in order to enhance access to services and rights.
- Train and support Collective Site Committees to disseminate information as per the above
- Consult with communities to collect information on needs and gaps, and feedback about humanitarian response
- Community Engagement
- Manage and support the establishment, training, and follow-up of Collective Site Committees or Focal Points
- Facilitate and encourage collaboration between other NRC Core Competencies and external service providers with the Collective Site Committees
- Facilitate Cash for Work activities for Collective Site Infrastructure – e.g. community tents, drainage (in collaboration with NRC technical staff)
- Organise and oversee community sensitisation, mobilisation, and consultation to support NRC’s emergency response and early recovery efforts in the collective sites
- Support to Coordination
- Organise and oversee assessment and population profiling exercises to collect information on needs and gaps
- Coordinate with NRC Core Competencies and Emergency team, as well as other (external) service providers (governmental, non-governmental, private, etc.) to improve the provision of assistance and referral mechanisms in the central region
- Using standard templates and tools, regularly collect and update information relating to service provision in the areas of responsibility
- Collect and analyse information regarding obstacles and constraints to beneficiaries’ access to services and suggest possible solutions
Job Requirement
Qualification:
- 2-3 Experience from working in a humanitarian/recovery context, preferably in community services or community engagement and mobilization, protection, community capacity building, or related field
- Previous experience from working in complex and volatile contexts
- Documented results related to the position’s responsibilities
- Good knowledge of English Language – spoken and written
- Political and cultural awareness, as well as good understanding of the displacement context in Afghanistan.
- 2-3 years’ work experience in the field of community outreach and/or protection
- Experience in community capacity building and training
- Previous similar experience preferred
Education:
- University degree (preferably in social sciences, e.g. education, political science, international relations, law, journalism, gender studies, human rights, etc.)
