Job Description
Functional Responsibilities
Under the overall direction of the Programmes Director, and in accordance with Cordaid and donor policies, procedures and practices, the Project Manager will lead his/her teams in the implementation of the RAWNAQ project, while closely coordinating with Cordaid’s operations and PMEAL departments. In addition to this the Project Manager supports the country level strategy regarding private sector development and will play an active role in the development and design of private sector development and projects.
Management of RAWNAQ project
- Ensure quality project management in line with the project proposal, work plan, and budget and in compliance with donor and Cordaid policies, regulations, and contractual obligations.
- Supervise and support local partners and develop partner monitoring and capacity building tools that enable quality, and integrity in the delivery of project.
- Ensure timely and cost-effective implementation within the approved budget, including monitoring spending and making spending forecasts.
- Ensure that the PMEAL strategy and procedures are followed to guarantee the timely and accurate tracking of results and analysis of inputs versus outputs and outcomes.
- Ensure timely and results-based reporting happens internally and to the project donor and the consortium lead and ensure reports are uploaded to Cordaid’s CPA.
- Ensure effective risk management of the project, consortium and implementing partners.
- Engage in effective stakeholder management, including coordination with relevant government authorities, partners, and community leaders.
- Plan, recruit and develop personnel/technical experts with the skills and competencies needed to ensure optimum performance.
- Stimulate teamwork, collaboration and diversity by providing the project team in Kabul and in the field with clear directions, objectives and guidance to enable them to perform their duties responsibly, effectively and efficiently, and foster a the creation of a positive environment.
- Plan and ensure timely audit reports, narrative & financial reports and payments are completed.
- Ensure the development of a results framework and ensure progress is being tracked in DevResult and shared with relevant stakeholders.
- Enforce the management of resources in accordance with Cordaid standards of ethics, integrity and financial sustainability.
- Plan and conduct lessons learned sessions (and register results in Cordaid’s CPA and DevResults).
- Arrange the administrative closure of the project in all systems and ensure a sustainable exit strategy is in place for the project.
Support Effective Security in the Field
- Work closely with the National Security Advisor to ensure that security policies, procedures, practices and capacities support “hybrid and direct implementation” in the field considering the need to deliver quality services to people, families and communities while facilitating “Duty of Care” for Cordaid staff.
- Work closely with communities supported by programmes and projects implemented by Cordaid in developing effective mechanisms to prevent and resolve (potential) conflicts and harm to Cordaid staff in an expedient and effective manner.
- Prevent and resolve incidents through “community acceptance and engagement” respectively.
Programme Development, Leadership and Oversight
- Support the Programmes Director and technical experts in the development and implementation of country level strategies in the area of private sector development.
- In close collaboration with the Programmes Manager, technical experts and other colleagues support the diversification and growth of Cordaid’s private sector development within Afghanistan with a focus on quality and impact, by:
- Assist building and strengthening strategic partnerships through active networking, advocacy and effective communication of Cordaid competencies and track record/
- Developing concepts and quality proposals that consider multiple sectors and integration of various thematic areas in which Cordaid has developed a comparative advantage, which attracts donor interest and/or responds to competitive sourcing in the market place;
- Effective communication of results on outputs, outcomes and impacts in quantifiable and qualitative terms.
- Provide strategic and technical inputs on key components of Cordaid’s private sector development work to foster good practices and ensure that minimum standards are met.
- Maintain effective coordination with other Project/Programme Managers and with Regional Field Coordinators to enable the development of an integrated and innovative programme portfolio.
- Maintain effective coordination with the PMEAL team to ensure timely and correct measurement of results on outputs, outcomes and impacts and to facilitate learning towards continuous improvements in the design and delivery of programmes and projects.
- Ensure active participation in relevant cluster and other coordination working groups meetings that are relevant to private sector development as a thematic are and follow up on key issues with sector experts.
- Contribute to the development of external communications materials relating to Cordaid’s work on private sector development.
- Develop and maintain a network of sector experts and other key stakeholders (beneficiaries, implementing partners, local and national government officials, UN agencies, Embassies, NGOs, etc.) with the objective of ensuring good cooperation and partnerships in the area of private sector development and livelihoods.
Contribute to Knowledge Management and Innovation
- Contribute to the development and introduction of innovation to ensure Cordaid is continually incorporating best practice and lessons learned identified.
- Contribute to the dissemination and sharing of best practices and lessons learned for corporate development planning and knowledge building, and contribute to relevant Communities of Experts and Communities of Practice accordingly.
- At the request of the Programmes Director and in collaboration with the Operations Director, plan, implement and organize strategic capacity building of project staff, partners and other stakeholders.
Undertake other duties as may be assigned by the Programmes Director
The successful delivery of results by the Project Manager directly impacts the performance of programmes and projects implemented by Cordaid as well as its reputation as an effective partner in achieving positive results that lead to flourishing communities in fragile settings.
Job Requirement
Education/Experience/Language requirements
- University degree in social sciences, and business administration, having a master's degree in business/ public administration and project management is preferred
- At least six years of relevant experience in the field of project management
- Experience in managing programmes and/or projects from NGOs or other international humanitarian, development and/or peacebuilding organization in insecure areas.
- Excellent skills in human resource and financial management, and intercultural cooperation
- A networker, diplomatic and results oriented, with the ability to work under stressful and time bound project conditions.
- Flexible and capable of working in a stressful context, with experience in Afghanistan counted as an asset.
- Excellent oral and written communication skills in local languages and English
