Job Description
Your role
The purpose of this role is to help safely deliver War Child’s strategy and programme in Afghanistan and to protect those we work with from sexual exploitation and abuse perpetrated by War Child representatives, partner organisations and affiliates. The national Safeguarding coordinator will support management in coordinating the implementation of War Child’s safeguarding policies and procedures at country-level. The post holder will thus play an essential part in promoting good practice and helping the organisation and Country Programme reach the highest safeguarding standards where safeguarding standards and procedures are fully implemented by our staff, volunteers, partners, contractors, and related personnel. Ensure that beneficiaries and communities understands WCUK’s safeguarding procedures and confident in reporting when they encounter any safeguarding policy breach.
Key deliverables
- All staff receive mandatory safeguarding & PSEA training and specialised safeguarding training to fulfil their role of preventing harm to children and beneficiaries
- All child safety and safeguarding concerns, allegations, and incidents are reported, recorded, and investigated according to Local or WCUK guidelines, and reach the Global Child Safety and Safeguarding Advisor within 24.
- All safeguarding focal points in have the knowledge, skills and tools to fulfil their duties
- Programs are designed and delivered through a safeguarding lens to prevent any harm by program activities and / or abuse from staff/representatives.
- Safeguarding risks assessment with mitigation measures are conducted in design of all new projects
- Safeguarding activities with clear costs are included in all new projects at the design stages
- Offices ensure that activities engaging with children have informed consent, are non-exploitative and do not increase risk of harm or vulnerability.
Key responsibilities
- Provide strategic support to the wider implementation of the safeguarding policy and related documents
- Support the localisation and roll-out of safeguarding policies, tools and procedures.
- Coordinate and/or implement inductions, trainings and briefing of Child Safeguarding policy to all staff, and other key stakeholders.
- Influence the development of country strategy and annual plans and support its delivery through focal points
- Strengthen capacity through developing and delivering localised training, and implement action plans after training
- Ensure that staff are aware of their obligatory duty to report and record any incident or suspected safeguarding concerns
- Work with Country Director and SMT to have Child Safeguarding and related policies translated into local languages in a context-friendly and child-friendly manner disseminated to beneficiaries, staff and service providers
- Together with the SMT- raise awareness on the use of various safeguarding tools ie. Consent forms, incident reporting pathways etc.
- Promotion of safe programming, capacity development at country levels
- Participate in the development of proposals and bids and provide technical input to ensure that programmes are designed through a safeguarding lens.
- Conduct safeguarding audits/assessment to ascertain risk levels of the projects & support programme teams to risk assess & mitigate Safeguarding risks in activities.
- Ensure that community sensitization sessions targeting beneficiary on the Safeguarding Policy and mechanisms are carried out for all programme participants
- Proactively promote the need to, and methods of preventing and protecting children that WCUK comes into contact with from harm, injury, illness or abuse.
- Develop the capacity of Focal points in field Offices in Child Safeguarding & PSEA to assess risk and support implementation of safer programming
- Facilitate regular opportunities to discuss concerns about practice within teams & colleagues to help develop a safe working environment and management culture.
- Take lead in creation and dissemination of safeguarding awareness-raising materials in strategic places in all field locations and ensure continuous monitoring/review of the same
- Receiving, Reporting and Responding to Child Safeguarding Concerns and Complaints
- Ensure that all safeguarding concerns and complaints are reported to the Global Child safety and Safeguarding Advisor within 24 hours of their occurrence and in line with the safeguarding Policy Standards on Reporting Concerns.
- Respond to, and where appropriate investigate, all allegations of sexual exploitation and abuse and strengthen our safeguarding systems
- Ensure that all staff, representatives and staff of partner agencies are made aware of the contact details of their respective focal points for receiving child safeguarding concerns/complaints.
- Facilitate access to first line support for survivors and witnesses, including referral to medical, psychosocial, legal and security services.
- Ensure Safeguarding investigations are performed to a high standard and consistently checked for their relevance and standards and are legally compliant to local laws
- Reporting, risk-management, and data
- Provide monthly safeguarding reports to SMT and provide professional safeguarding advice to senior managers
- In consultation with the Global Child safety and safeguarding Advisor, ensure country programme has responsible data and safe data management systems in place
- Make regular visits to all field offices to ensure that focal persons maintain appropriate records of any incident or suspected safeguarding children concern.
- Work with Country Director and program managers to ensure they raise awareness amongst beneficiaries including children, about the Safeguarding Policy, Code of Conduct, complaints mechanisms and how to report concerns.
- Maintain relevant management and statistical information to give a country picture of incident reports on abuse /exploitation and share with UK and SMT.
- Lead in- country implementation of WCUK strategy in partnership with local in country actors
- Manage War Child’s safeguarding review strategy and action plan in country, working closely with the Country Director and SMT to deliver the plan.
- Develop solutions to diverse and complex safeguarding incident reports within the organisational policy.
- Support and work alongside the relevant technical areas e.g. SGBV, Child Protection, Human Resources and UK Global Safeguarding Advisors to create and maintain information on local referral pathways for survivors (to include medical, psychosocial, legal, security).
- Work with technical teams to engage community and partners on the design of accessible community safeguarding reporting mechanisms and awareness raising
- Interpret and apply operational and specialist information from a variety of sources and good practise in the sector.
- Contribute to and influence operational planning and ensure that safeguarding plans are adequately resourced.
- Influence managers, staff and volunteers and develop effective networks with external bodies, i.e. participate in and contribute to PSEA/safeguarding networks, Sub cluster, and/or Protection cluster/network meetings.

Job Requirement
Skills knowledge and experience:
- A degree holder in social sciences, education, law degree would be preferred but consideration will be given to candidates with a diploma but extensive experience.
- Experience of working with children and adults who have witnessed or experienced exploitation and abuse and working to prevent sexual exploitation and abuse
- A clear understanding of sexual harassment, exploitation and (child) abuse risk factors (such as gender and power inequalities)
- Able to demonstrate experience in gender, inclusion and conflict-sensitive programming
- Knowledge of the current international frameworks and current best practices in safeguarding and PSEA
- At least 5 years’ experience working in the humanitarian sector, or similar sector, preferably in protection, child protection or SGBV, with previous safeguarding responsibilities highly desirable
- Strong facilitation and presentation skills
- Excellent written and spoken Pashtu and Dari languages
- Excellent written and spoken English
- Strong IT skills, communication skills, especially active listening
- Ability to work collaboratively with a wide range of stakeholders, including at senior leadership level, and influence using a variety of different styles, taking into account cultural differences
