About Company
About CRS: CRS began direct operations in Afghanistan in early 2002. CRS maintains five main offices throughout the country: Kabul, Herat, Chaghcharan, Lal wa Sarjangal and Bamiyan, with sub-offices in all of these provinces as well as Daikundi. The CRS strategic plan for Afghanistan focuses on poverty and risk reduction, resilience, human development, and emergency response. CRS works to support: People, especially girls and women from marginalized communities, gain basic education Poor rural and peri-urban households to have increased livelihood security Vulnerable communities to survive shocks without long-term negative impact on their livelihoods Since February 2021, CRS has been leading a consortium of five international NGOs on a multi-province, USAID-funded project that will include activities in livelihoods, WASH, value chain and protection over 24 months. The goal of the project is to work with marginalized and conflict-affected communities to reduce their vulnerability to external shocks and improve their resilient coping mechanisms and capacity to adapt.
Job Description
The role of the Deputy Project Director assists the consortium Chief of Party in ensuring all communication with partners and relevant stakeholders for this two-year USAID project is streamlined. This will involve following project implementation closely; assessing and documenting project progress, successes, and challenges; and liaising with project partners and external stakeholders about key activities. Another key role will be to support convening and documenting the learning produced by the Working Groups of the project, which bring together consortium partners to share lessons learned about gender, protection, livelihoods, and WASH as well as security and access experienced by the project. The products of this learning and reporting may take a variety of formats and may be required in English, Dari, and Pashto. The role will also require coordination of logistics and management of core project data to strengthen overall implementation.
Roles and Key Responsibilities:
Project Implementation and Reporting
- Support the Chief of Party in the coordination and implementation of all assigned activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
- Support technical assistance and capacity-strengthening activities for the STAR Consortium, especially for the area of livelihoods/agriculture which CRS will lead, for staff and partner organizations to enhance program quality and impact.
- Coordinate with other ongoing projects of CRS and other INGO consortium partners to ensure consistency and avoid duplication.
- Liaise with project partners to gather pertinent project data and meet key deadlines, as needed
- Draft success stories and learning products to share with USAID and other key stakeholders
- Work with the Chief of Party and MEAL Manager to consolidate and analyze project information from consortium partners and prepare regular reports for donors and key government stakeholders.
- Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Assist partners in their efforts to document project experiences.
- Complete project documentation for assigned activities. Assist with identifying information for case studies and reports on promising practices. Facilitate the dissemination of promising practices and lessons learned to contribute to the agency knowledge management agenda. Ensure integration of innovations and best practices.
- Provide support to the Chief of Party, Finance Manager, and MEAL Manager on project compliance, as requested.
Project Learning
- Liaise with all Learning Working groups on the project (Gender, Protection, Livelihoods, WASH) to plan, coordinate events, and document key learning to build a knowledge base for the consortium.
- Support the Chief of Party and MEAL Manager to consolidate and analyze MEAL data and organize reflection and learning events with consortium partners.
- Support the Chief of Party with writing quality, high-level reports
- In close collaboration with the Chief of Party, participate in activities with key institutional actors on a national and sub-national level in resilience-building activities in Afghanistan and communicate about project activities.
Job Requirement
Education and Experience
- Bachelor’s degree required, Master’s Degree preferred, particularly from a directly related field such as Project Management, International Development, or similar. Experience in lieu of academic certificates will be considered.
- Minimum of 4 years of work experience in project management or international development or a related field. Experience working with INGOs in Afghanistan is preferred.
- Demonstrated track record of monitoring and reporting on projects, preferably including the synthesis of qualitative and quantitative data.
- Writing experience for multiple audiences, including technical writing or equivalent.
- Proficiency with MS Windows and MS Office packages (Excel, Word, PowerPoint) required.
- Experience organizing and convening meetings and for a with government stakeholders an advantage.
- Familiarity with protection and confidentiality standards.

Required/Desired Language Skills: Advanced spoken and written English and Dari fluency required. Knowledge of Pashto is a plus.
Travel Required: The position is based in Kabul, with up to 25% travel to project sites in-country.

Internal: Chief of Party; MEAL Manager, Finance Manager, Program Manager – Livelihoods, Deputy Project Directors – Livelihoods; Procurement and Finance staff and Head of Programming.
External: Learning Working Group co-leads; INGO partners; local government; line ministries; USAID agencies and relevant sector leads.
