About Organization of Human Welfare (OHW): The Organization of Human Welfare (OHW) is a non-governmental organization and is a non-political, not-for-profit, and impartial organization with no bias towards a particular religion, ethnicity, or political belief. It has its own independent legal status and entity. OHW is operating since 2007 in the country with active membership with the national clusters and international donor agencies in Afghanistan including SWABAC, ACBAR, AICS, BAAG, AWN and most of the national and international Clusters operates based in Afghanistan.
Job Description
Job Summery & Purpose:
The Project Manager will supervise the implementation of project, in collaboration with and on behalf of the Program Coordinator to ensure effective implementation of Project in line with the approved design, and in compliance with the donor requirements. The role will be based in OHW Kuduz, Balkh or Samangan office, to monitor, review and document progress in the field. The Project Manager will also be responsible for providing technical support and capacity building to Project staff.
Duties and Responsibilities:
- In close coordination with the Partners, establish solid working relationship with the Program Board, beneficiaries and key stakeholders;
- Manage stakeholder engagement and project communications, ensuring all are aware of project activities, progress, exceptions, and are in a position to accept handover products;
- Advise the client on issues that may impact the achievement of outcomes (including issues of sustainability and post project requirements such as maintenance);
- Manage information flow between the Program Board, donors, Head of Program (HOP) and the project team.
Delivery and Performance:
- Manage and deliver the program in line with procedures and requirements defined by the partners/donors.
- Implement approved program plans (including the establishment of milestones) within tolerances set by the Program Board.
- Manage the production of the required products, taking responsibility for overall progress and use of resources and initiating corrective action where necessary;
- Liaise with any external suppliers or account managers;
- Authorize Work Packages;
- Advise the project team of any deviations from the plan;
- Identify and manage risks and issues so that maximum benefit to client and stakeholders is achieved;
- Manage and review product/service quality and ensure products are accepted;
- Monitor and evaluate performance of service providers;
- Identify and report threats to OHW.
- Procedures:
- Follow the Project Management Cycle instructions and ensure that all organizational policy is complied with (Organizational Directives and Administrative Instructions);
- Prepare/adapt the following plans for approval by the Project Board: I. Project Initiation Documentation; II. Stage/Exception Plans and relevant Product Descriptions;
- Under the guidance of OHW management prepare and submit the following reports:
- Highlight Reports
- End Stage Reports
- Operational Closure Checklist
- End Project Report
- Handover Report
- Ensure that all expenditures comply with organization Financial Rules and Regulations.
- Manage budgets, cash flow and obligations to ensure that deliverables are met and payments to contractors and personnel are received on time;
- Understand and manage project overheads and related corporate charges as they apply to the project;
- Manage and remain accountable for expenditures against the budget (based on accurate financial reports);
- Where the Program Manager has no delegation as a committing officer, s/he retains these responsibilities and will monitor and instruct/request others to carry out the relevant commitments and disbursements.
Knowledge Management:
- Participate in relevant Communities of Practice;
- Actively interact with other PMs and the PM community to share case studies, lessons learned and best practice on the Knowledge System;
- Provide feedback to Practice Leads on policy, supporting guidance with an aim towards continuous improvement of OHW policies;
- Complete lessons learned as per reporting format;
- Incorporate lessons learned from others as per planning format.
Personnel Management:
- Lead and motivate the program management team;
- Ensure that behavioural expectations of team members are established;
- Ensure that performance reviews are conducted;
- Identify outstanding staff and bring them to the attention of the OHW management for motivation.
- Have a thorough understanding of OHW personnel contract modalities;
- Support HR team to Select, recruit and train team as required by the project plan;
- Perform Project and Team Manager Roles, unless appointed to another person(s).
- Perform Program Support role, unless appointed to another person or corporate/program function;
- Ensure safety and security for all personnel and comply with OHW standards.
Additional Requirements:
- Manage and monitor program activities including project implementation plans, construction work program, budgets, facility requirements and staffing schedules;
- Ensure adherence to reporting requirements to donors and clients;
- Plan, manage, monitor and evaluate project engineering design and construction activities;
- Elaborate coherent work plans and budgets for all activities in the program.
- Ensure timely and adequate reporting against plans including providing timely and articulate progress reports;
- Ensure integrity of financial and administrative operations in the program area by exercising oversight of financial and budgetary aspects of the projects.
- Ensure that human resources needed for program implementation are identified, recruited and managed in accordance with the project staffing requirements and OHW rules and regulations;
- Manage, plan, monitor and evaluate project procurement and contracting processes;
- Provide leadership and direction to respective project teams on substantive and managerial aspects;
- Monitor all projects’ activities in relation to the respective work plans and take corrective action, when necessary, to ensure the timely and cost-effective delivery of projects’ outputs;
- Ensure the highest possible quality of delivery and devise strategies for increased program delivery and quality programming.
- Undertake occasional mission travel in and outside the country when required.
- Prepare and monitor project progress and other reports and documents as needed to meet internal and external/donor reporting requirements.
- Coordinate with partners and donors in the development and execution of socioeconomic impact studies.
- Any other activities as required by either Supervisor or donors.
Monitoring and Progress Controls:
- Conduct periodic reporting, as defined by the PMO, including financial status reports on commitments and disbursements, monthly, quarterly and annual reports (including resources’ allocation and project performance), the project completion report, and evaluation report;
- Develop and operate a quantitative and qualitative Program Performance Monitoring System (PPMS) to monitor and evaluate the performance of the project in relation to its goals, purposes and outputs;
- Disseminate relevant information and materials that demonstrate good practices.
- Ensure the program produces the required products within the specified tolerance of time, cost, quality, scope, risk and benefits. The Program Manager is also responsible for the program producing a result capable of achieving the benefits defined in the organization. Contribute to the overall organization targets and needs.
Security
- Routinely analyses the province security status to keep local staff informs, to maintain the highest level of safety in the conduct of field activities.
- Systematically update on key security incidents that could affect OHW presence and / or proper implementing of programs.
- Ensure that OHW staff and occasional visitors strictly understand and abide to OHW security rules.
- Inform operations program manager about security situation of the region.
- Overall efficiency and safety regarding the strict staff compliance to OHW procedures in the areas of security, logistics, finance and administration.
Financial Management
- Safe implementation within budget, schedule and quality of all field activities – as summarized and précised for each program Coxed work plan by its coordinating TA or program manager.
- Compile monthly the sections of monthly Funds request (MFR) prepared for each project by the authorized key officers (finance and Logistic). Check the relevancy of the proposed figures versus the operational needs stated in the CWP and their financial conformity to market prices.
Reporting
- The respective coasted work plan (CWP) and monthly project progress reports (MPPR) are regularly upgraded and completed, in due time for the monthly operations Coordination meeting.
- The field standards operating procedures are properly implemented, with all reporting documents and data completed and archived.
- Write, review and submit project monthly reports on the program for management
- The provincial coordinator will support and assist in the development and implementation of training program, developed from needs assessments conducted with local staff and program Managers/ TA.
- Manage the provincial Office and its daily functioning in close cooperation with Fin/Admin and Logistic personal.
Human Resource Management and administration
- Assist program staff in local recruitment of staff as per OHW HR procedures, including annual performances Appraisal of direct subordinates, and need estimate for training.
- Register staff working hours, absence, annual leaves. Ensure that staff holydays are taken on a regular basis implement OHW HR rules and report staff movement to program manager for upgrading HR staff database.
- Ensure proper use of OHW equipment and facilities.
- Arranging monthly staff meeting on regular bases and keep the meeting minutes
- Arranging based on need SMT meeting and monthly meeting
- Ensure that logistics assets are properly and regularly maintained.
Travel Plan
- Making and sharing filed visit plan with program manager each quarter and based on need
- Visiting provincial offices frequently for the overall projects monitoring
- Targeting and visiting each project site on regular based while visiting provincial offices based on need and each quarter
- Travel to filed or provinces for the program evaluation and ensuring quality throughout implementation
- Information dissemination with development department for the concept development
- Showing flexibility in time and response to any emergency and prioritized level of activities in off-official timing.
- Other duties and responsibilities as assigned by program Manager, Program Development and quality insurance manager and country Director.
Job Requirement
- The Project Manager should be an Afghan citizen and have at least 6 years' working experience at the agriculture projects.
- An advanced degree in Agriculture, Agronomy, Economy, finance or business.
- Strong Management capabilities and a demonstrated record of successful management of multi-disciplinary teams.
- Planning skills and ease with working in an international environment;
Good knowledge of spoken and written English. - Good Communication skills both verbal and written in local languages (Pahsto and Dari).
- At least 7 years of project managements experience in agriculture and development activities in conflict and post conflict areas.
- Familiar with the geographical and cultural context of the job locations/SR
Ability to develop project tools, formats, reports. - Able to travel to all parts of the program impact areas and meet with stakeholders
