Job Description
Purpose of the position
MEAL (monitoring, evaluation, accountability, and learning) Officer will be working to provide day-to-day MEAL-related support to the implementation of SWRO projects- as part of SWRO’s transparency and accountability commitment. MEAL Officer will be mainly responsible for the design, implementation, and reporting of SWRO MEAL policy.
The followings are the detailed Job Description
MEAL Function
- Design and support field staff in the conducting, baseline and end line survey
- Support the project team in the development of need assessment tools, data collection, analysis and reporting of the need assessment
- Design and develop project M&E framework.
- Design and develop an M&E Detail plan.
- Support program team in the provision of field-level data for proposal development,
- Support the program team in the field level data collection, analysis, and developing reports for donor periodic, monthly, and final reports
- Supporting the program team in the development of a source of verification for donor-funded projects
- Review and update SWRO MEAL policy in view of the current situation- how to maintain minimum quality assurance, accountability, and transparency within SWRO funded project
- Develop and implement project monitoring plan, ensure that the visits are conducted, data collected, and findings are reported both to Program as well as to donors
- Coordinate with project staff and document lessons learned and findings;
- Ensure the maintenance of both qualitative and quantitative data;
- Take the lead for the establishment of feedback mechanisms in all implementation locations of SWRO.
- Support in building the capacities of SWRO field-based project staff in terms of project MEAL requirements.
- Ensure that SWRO accountability to affected population (AAP) and Complaint response mechanism and information sharing policy are implemented and proper log books and responses are prepared.
Other tasks:
- Support program team in the development of the project progress and final reports
- Support the program team in maintain sound relationship and communication with project donors as instructed by the program director/executive director to represent SWRO. Presently for UNDP (Peacebuilding) and UN-WOMEN funded project.
- Support program team in maintaining soft and hard copies of filing system based on approved filing structure.
- Support the program team in the development and implementation of Humanitarian Response projects
- Participate in UN and national level clusters meetings to represent the SWRO
- Develop program reports/inputs for Ministry of Economy half and annual reports.
- Provide other unit support when required
- Any other task as assigned by the Project Coordinator/Executive Director
Job Requirement
Qualification/Experience
- Bachelor’s degree in social science or related field
- Proven experience in the field of MEAL with national/international organizations
- Previous experience in Humanitarian Response, Protection and GBV programming for returnees and IDPs and Peacebuilding
- Excellent communication (both oral and written) in English and local languages, people skill for conflict resolution and negotiation;
- Computer proficiency, especially related to professional office software packages (Microsoft Office);
- Excellent organizational and multi-tasking skills
