About Rehabilitation Association and Agriculture Development for Afghanistan (RAADA): Rehabilitation Association and Agriculture Development for Afghanistan (RAADA) started its humanitarian activities in Government of Islamic Republic of Afghanistan in 2002. As a local Non-Governmental Organization (NGO), RAADA started working in Herat Province and extended its activities in western Afghanistan (Herat, Farah, Ghor and Badghis Provinces) with the Vision “Poverty no Longer Exists in the World” and the Mission Statement “Mitigating Poverty and Contributing to Reconstruction and Development Process in Afghanistan through Community-based Solutions and Interventions” Having a good analysis of the community needs, qualified staff and sound management procedures, RAADA has designed and implemented projects on Livelihood, Agriculture and Animal Husbandry, Human Rights, Women Empowerment, Disaster Risk Reduction, Water Supply, Health and Hygiene with financial support it has received from Christian Aid, JICA, Tawanmandi-DFID, US Embassy, UNHCR, WARCHILD UK, UNFAO, WFP, WHH, DRC, Italian Cooperation, IRC and CRS.

Job Description

The M&E assistant will serve as the main focal person for all monitoring related activities of the project in the filed and will be responsible for field level data collection. She will report directly to the RAADA M&E officer regarding the monitoring process of the project activities. The M&E assistant's responsibility is to coordinate and support the implementation of project activities to be conducted in accordance with organization relevant policies, strategies and the projects M&E framework.

Job Requirement

  • Main Responsibilities:

    Review RAADA’s monitoring and evaluation policy that contributes to improve program quality and to ensure program accountability and transparency. The following are the detail:

    • Review the projects/program indicators in term of SMART and aligned with RAADA and Donor's policies
    • Identify and formulate lessons learned and document best practices from evaluations and studies to be integrated into project reports
    • Assist in development of project-level Monitoring plan and associated work plans for each component/activity
    • Responsible for collecting filed level data and information for specific Monitoring needs
    • Support technical work and assist in reviewing monitoring methods, carrying out training needs, designing monitoring tools and advising monitoring technical assistance
    • Coordinate and conduct, assessments, surveys, monitoring and evaluations
    • Assist in quality control of M&E outputs (e.g. surveys etc.), including by contributing substantively to the design and field testing of the monitoring methodology, and implementation of the survey, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks conducted under this contract.
    • Closely cooperate and coordinate with project technical team and concerned government departments’ relevant staff for the design, quality, development and completion of all assessments, analytical reports, case studies, success stories.
    • Assist in developing and maintaining M&E database for the project and make sure about the maintenance of a database of the project.
    • Monitor project progress through field visits to project site (Zindajan district of Herat province), offer feedback and keep regular communication with related field and centre level staff
    • The M&E assistant should possess excellent technical skills in community related researches and program and project performance assessment
    • Able to travel to the target locations of Zindajan district and conduct required visits and survey
    • Any other tasks referred by a supervisor

    Job Requirements:

    • University graduate
    • At least 2 years of work experience in the M&E or similar field

    • Computer skills including the ability to operate MS office package at a highly proficient level
    • Excellent communication skills in English (writing and speaking)
