About CRS: CRS began direct operations in Afghanistan in early 2002. CRS maintains four main offices throughout the country: Kabul, Herat, Chaghcharan, and Bamiyan, with sub-offices in all these provinces as well as Daikundi. The CRS strategic plan for Afghanistan focuses on poverty and risk reduction, human development, and emergency response in rural areas in western and central Afghanistan. CRS works to: Support people, especially girls and women from marginalized communities, gain basic education Support poor rural and peri-urban households to have increased livelihood security Support vulnerable communities to survive shocks without long-term negative impact on their livelihoods. Support the Water, Sanitation, and Hygiene (WASH) needs of vulnerable households through community-driven construction and rehabilitation projects and hygiene promotion. CRS has launched a multi-year livelihoods and WASH project in March 2021 that will support communities through learning events on improved agriculture practices and the rehabilitation/ construction of critical WASH infrastructure for improved access to safe water. Additionally, the project will feature a hygiene promotion component that emphasizes behavior change related to water treatment and storage, as well as household hygiene practices. The WASH project will support communities through participatory approaches to implement small and community driven infrastructure projects that rehabilitate water sources and facilitate access to safe drinking water.

Job Description

CRS is seeking qualified Field Agents (FAs) in Herat province to implement day-to-day activities on a complex 2-years program that aims to enhance the resilience of vulnerable populations through a combination of trainings on improved practices for agricultural and livestock productivity, activities to assist farmers in establishing beneficial market connections, and the rehabilitation of water sources alongside hygiene promotion. Additionally, under the supervision of a Field Officer (FO), the FA will be expected to deliver high-quality learning events on best water storage, treatment, and hygiene practices as well as improved agricultural production and marketing techniques.  The FA will also establish and maintain relationships with beneficiary communities, work closely with Community Development Committees (CDCs)/Shuras, and support the FO to monitor project progress. 

Roles and Key Responsibilities:

       Support to Project Implementation

  • Deliver high-quality community trainings on selected agriculture, livestock, and hygiene promotion techniques
  • Work closely with village Shuras and community leaders to organize trainings and project activities
  • Conduct frequent monitoring visits in target villages
  • Conduct house to house visits to reinforce training messages and support beneficiaries in the process of adopting practices
  • Record relevant information from monitoring activities (including information from field visits, pre- and post-test results from trainings, and any informal feedback from target communities
  • Participate in staff trainings on new technical skills

      Support to Project Monitoring, Evaluation, Accountability, and Learning (MEAL)  

  • Collect project monitoring data including but not limited to farmer feedback sessions, observation forms, attendance sheets, and activity tracking
  • Utilize multiple methods to collect quantitative and qualitative data includes but not limited to household surveys, focus group discussions, and key informal interviews.
  • Participate in project learning and reflection events

      Teamwork and Relationships

  • Develop and maintain positive relationships with project participants, community leaders, and other community members
  • Develop and maintain positive relationships with the project team and other CRS colleagues

Job Requirement

  • Afghan national with a university degree in Agriculture, livestock, or other relevant fields.
  • Minimum of 3 years related work experience with an international NGO or government agency, ideally in the field of agriculture, livestock, or WASH.
  • Microsoft office 365 basic knowledge (Outlook 2016, Excel Online, Word Online, Microsoft Teams)
  • Microsoft SharePoint online usage and experience
  • Microsoft OneDrive usage or any other similar cloud base technology usage experience
  • Basic knowledge on understanding the internet security and data privacy (phishing, Spam, Malware, Virus,  Content Filtering)
  • Understanding of basics on Intranet usage and protocols

      Knowledge, Skills and Abilities

  • Proven skills in facilitating community trainings, community mobilization, conducting needs assessments, data collection, and writing activity reports of project activities
  • Excellent Dari speaking, reading and writing skills
  • Proactive, results-oriented, and service-oriented
  • Excellent communication and good judgment with regards to problem solving
  • Strong sensitivity and respect for local cultures
  • Professional manner in dealing with community members and co-workers.
  • Strong listening and interpersonal skills

       Preferred Qualifications

  • Knowledge of agricultural livelihoods a plus
  • Experience working in rural communities preferred
  • Experience monitoring projects and collecting relevant data.

           Travel Required: The position will be based in Herat city with frequent travel to the communities

            in Adraskan, Guzara, Karukh and Kushk Robat Sangi.

Internal: Herat Field Agents, Senior Project Officer, MEAL Officer, Livelihoods Program Manager, and Technical Advisors (TAs)

External: Project Participants, Community Leaders and other Community Members, Government Agencies, and other NGOs
