Job Description

Summary Scope of Work:           

As a member of the senior management team (SMT), the ORD will be responsible for the day-to-day safety and security of all Jhpiego-UHI staff, visitors and assets including the management of all program security personnel. The ORD is responsible for following and implementing security standards and policies, developing security action plans, regularly collecting and communicating security updates and intelligence from reliable sources, acting as a mentor to security staff in supervisory positions. The position serves as the fusion point between the SMT, RSM/ORA, DGS, and program partners. This role is directly supervised by the Country Director, with technical direction and dotted line to DGS.
Responsibilities:

  • Ensure that Jhpiego-UHI meets all Home Office, USAID and national requirements as they relate to safety and security through the development and application of policies, procedures and guidelines in coordination with the Jhpiego Director of Global Security (DGS) and the RSM Operational Risk Advisor (RSM/ORA).
  • Serve on the Senior Management Team (SMT) in-country and contribute to overall program and operational design, development, and execution as technical safety & security lead, in partnership with RSM/ORA.
  • Chair the Safety and Security Emergency Management Team meetings (SSEMT), providing strategic contextual analysis of the security situation in Afghanistan for dissemination, when required, to the Jhpiego Home Office.
  • Work closely with Country Director on all aspects of safety and security measures (management, operation and communication).
  • Supervise the development of inter-office communications on safety and security related issues for all staff.
  • Analyze, collate and deliver daily security updates and intelligence to the CD from relevant agencies (media, government authorities etc.), leveraging senior contacts, where applicable.
  • Lead the roll out of any global safety and security initiatives or standards as dictated by Home Office.
  • Provide an objective overview of security trends and issues across the region, which is not influenced or muddled by vested interests, office politics or unclear, complex accountability and reporting lines.
  • Conduct security background checks for new hires in coordination with JHPIEGO Afghanistan HR Department, providing final security approval prior to the appointment of all staff.
  • Develop, lead, and ensure implementation of security action plans within the security department to address identified security gaps.
  • Activate or delegate the activation of the security tree as instructed by the Country Director when the security situation dictates it and implement advisories.
  • Coordinate with RSM/ORA to develop a comprehensive annual training calendar which meets the needs of all staff levels from a security training and awareness perspective.
  • Mentor and build the capacity of all full-time country security appointments. 
  • Ensure efficient communication lines are established and maintained between all country security appointments, especially in emergency situations.
  • Prepare and submit a monthly report on security activities to Country Director, SMT, and DGS.
  • Establish and audit travel and transportation related systems, procedures and practices.
  • Demonstrate the necessary skills, experience and attributes to foster a safety and security culture and maintain the active engagement and respect of peers, technical subordinates, and management.
  • Oversee, validate and develop (when required) field security risk assessments, examining Jhpiego UHI procedures, resources, assets, facilities, international residences, field sites and projects, and submit mitigation recommendations as appropriate. When approved, monitor the implementation of same.
  • Develop and maintain a comprehensive Journey Management program to account for safe movement of staff, including, but not limited to: proper vehicle fleet management policies, adequate safety and communications equipment in vehicles, and training of drivers in established procedures and requisite skills.
  • Maintain and ensure staff are comfortable and fully trained with all emergency communications equipment and procedures (SAT comms, phone-trees, radios, etc).
  • Make regular visits quarterly (or as needed) to all regional hubs to monitor security preparedness and field training. Provide a follow-up report with clear recommendations after each visit.
  • Ensure there is understanding of the SSEMP and Annexes at senior management and staff levels and that the procedures outlined therein are adhered to in the event of a disaster, programming frequent drills and simulations.
  • Generate activity reports on security, including database analyses, new threats, responses and vulnerabilities and any relevant lessons learned from security and safety incidents.
  • Maintain an appropriate level of independence to intervene in situations where strategic security management is required (i.e. during times of crisis).
  • Request and ensure appropriate revisions when there is a significant change in the security environment either nationally, regionally or globally.
  • As required, respond to, support and advise the CD during security/safety or humanitarian emergencies, serving on a Senior Management Crisis Team.
  • Oversee and manage the safety and security incident reporting criteria in line with Home Office policies & procedures.
  • Liaise widely with other relevant security actors, local authorities, community leaders, and peer organizations (INSO, OSAC, NGO fora, UN, diplomatic and consular officials, etc.

Job Requirement

  • University degree in security management, criminology, or a related field. A post-graduate degree will be an added advantage. Significant and substantial relevant professional experience may be accepted in lieu of degree.
  • Professional security management certification (ASIS or similar) or formal security qualification.
  • A minimum of eight (8) years of work experiences, with not less than three (3) years in a similar role in a multi-cultural work environment in complex and insecure settings.
  • Strong humanist skills and a high degree of common-sense.
  • A clear understanding of the philosophy and mode of operation of NGOs, and demonstrated understanding of humanitarian principles.
  • Experience in liaising with civilian, police and military government authorities, as well as with regional, national and international institutions.
  • Excellent negotiation and representation skills and the ability to work comfortably with an ethnically diverse staff in a very sensitive environment.
  • Considerable practical experience pertaining to security risk assessments, planning and policy development, strategic operational design, logistics, and implementation of standard operating procedures in the context of INGO operations.
  • Proven experience in field-based training, with specific focus on security-centric course material (ie: HEAT, PSA, similar).
  • Experience with incident reporting systems, incident mapping, incident warning systems, compilation of security reports and assessments, information collation and analysis functions, etc.
  • Strong analytical capacity, resourcefulness and creativity in developing the role of security within programs, and ensuring most effective support to line management.
  • Ability to balance demands of beneficiary and security actors while maintaining appropriate contextual NGO security advice and coordination.
  • Highly developed interpersonal and communication skills including influencing, negotiation, and pragmatism.
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
  • Ability to present complex information in a succinct and compelling manner.
  • Excellent planning, coordination and reporting skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities.
  • Ability and willingness to dramatically change work practices and hours, in the event of emergencies
  • Willingness to work and travel in often difficult and insecure environments
  • Competency in Internet and Microsoft Office systems including Word, Excel, PowerPoint, and other database/mapping systems.
  • Knowledge of institutional donors (United Nations, USAID, CDC, DFID, etc.) regulations, procedures, and requirements a plus.
