About TLO: The Liaison Office (TLO) is an independent Afghan non-governmental organization established in 2003, seeking to improve local governance, stability and security through systematic and institutionalized engagement with customary structures, local communities, and civil society groups. TLO’s main areas of focus are (i) Research/Analysis using the do-no harm approach; (ii) Dialogue Facilitation; (iii) Access to Justice; and (iv) Environment and Natural Resources Management and improvement. In addition to the TLO headquarter in Kabul, the organization has a regional office in Paktia-Southeast, provincial office in Khost, and multiple project offices across Afghanistan, with over 117 staff.

Job Description

Under the direct supervision of Director and Deputy Director the Program Manager will be responsible for the organization strategic development, planning, fundraising, programs and projects management, reporting and coordination of the project with stakeholders. Additionally, he/she will lead on the HBS funded Environment and Natural Resources Management Portfolio.

Program Management

  • Lead on TLO Strategy development with TLO management (including thematic and geographical expansion);
  • Lead on organizational annual review, identify gaps, and recommend appropriate solution;
  • Facilitate annual planning and implementation of programs/ project, funding, and expected results;
  • Review and update TLO policies and procedures in consultation with departments heads;
  • Work closely with TLO management on overall fundraising plan and development of concept notes and proposals;
  • Support Research, Peace building and Access to Justice, and ENRM Coordinators in fundraising, new concept and proposal development;
  • To lead on Program Coordination, projects effective management and implementation with departments heads and project managers;
  • Coordinate project information and needs with TLO Management, Admin and Finance departments to ensure timely support and reporting;
  • Lead on preparing and compilation of TLO annual reports, publications and website related information;
  • Represent TLO in donors meeting, cluster meetings, and local authorities
  • Lead on projects reporting to donors and governmental institutions at national and sub-national levels;

Lead on ENR Portfolio:

  • Lead on planning, proposal development, and grants Management of ENR Portfolio funded by HBS;
  • Lead on preparing the annual proposal, work plan and budget in light of the HBS overall strategy, and update financial plan and budget expenditures accordingly;
  • Lead on Coordination and implementation of the HBS funded Environment and Natural Resource portfolio with partner network and institutions;
  • Ensure that TLO and implementing partners strategies are align with HBS overall 2021-2023 strategy;
  • Act as component focal point for the implementing partner organizations and Networks, as well as donor to ensure timely reporting and context updates;
  • Lead on reporting and conducting Afghanistan context assessment with focus on security, peace, socio-economic analysis of situation based on the ground realties;

Job Requirement

  • Master degree in business administration or related fields
  • Minimum 10 years of experience with national and international organizations in projects management and proposal development
  • Very good English language, both written and spoken
  • Very good coordination and communication skills
  • Good report writing skills
  • Proactive and independent approach to work, ability to maintain positive working relationships and willingness to undertake additional responsibilities as necessary, and work under pressure
