Job Description

Scope of work:

The RDPU Master Trainer (Livelihoods and Governance) is part of Rural Development Programme at KMO and reports to Deputy Head of RDPU. The incumbent will assess training needs and organize capacity building initiatives of RDPU – livelihoods and governance components. Awareness raising, campaigns and training, exposure and learning programmes constitute the core of RDPU livelihood and governance interface with citizens. The Master Trainer will facilitate development of training modules for livelihoods and governance components. The Master Trainer will work closely with district trainers of RDPU to ensure trainings, awareness and mobilization are taking place as per plan. The position holder is responsible for ensuring that plans are effectively and efficiently implemented and that the intended outputs, outcomes, and results are achieved within the framework of SCA’s strategic plan, Work Plan and Budget, as well as relevant policies, guidelines, and steering documents.

The position holder must be able to work independently, establish strong local support and networks, and identify and improve local solutions for  problems where necessary. Good cooperation and capacity development of livelihood and governance staff and target group will be of importance with focus on gender and local community participation.

Main Responsibilities:

  • Conduct capacity needs assessments of programme staff to identify existing capacity and gaps in livelihood and governance areas.
  • Organize and conduct trainings and capacity building events to RDPU regional staff on livelihood components and more specifically formation and sustainability of saving groups, vocational trainings, entrepreneurship and business skills, productive loan management, value chain development, producer groups development and strengthening, financial literacy, and market linkages, as well the promotion of local governance i.e. CDC formation, capacity development of CDCs and shuras, community development planning, CPM, social audit, maintenance and sustainability of development projects;
  • Take the lead in developing interactive training packages/manuals for the livelihood and governance components of the unit.
  • Work closely with and support Provincial/district Trainers and Managers for smooth implementation of trainings and other capacity building activities at field level.
  • Assess the capacity of our existing target groups (i.e. saving groups, livelihood committees, CDCs, producer groups and individual entrepreneurs) and identify potential areas for capacity building.
  • Develop capacity development plans and implement sustainable livelihood strategies that improve target groups’ ability to cope with social and economic shocks and stresses.
  • Continuously look for state of the art tools in livelihood sector that are appropriate for the target groups and train regional staff on how to use them.
  • Maintain and updated the database for trainings and capacity building initiatives and provide report when needed.
  • Develop monthly, quarterly, bi-annual, and annual training work plan, ensure that the plan is implementation in the field and track progress and achievements.
  • Work with Provincial Trainers and Managers to ensure that proper working conditions for staff, particularly women, are in place, and that they receive adequate support at district level. 
  • Regularly visit and monitor RDP activities, especially livelihoods and governance, in the field, spending at least 40% of his/her time on project sites where security situation allows.
  • In coordination with the Deputy Head of RDPU analyze and evaluate data to ensure that objectives are met and take corrective actions to meet programme objectives.
  • Establish and maintain networks and represent and attend meetings with different stakeholders.
  • Perform any other relevant tasks as assigned by the line manager.

Job Requirement

Qualifications & Requirements:

Qualifications

  • Master’s degree with 3 years’ experience or Bachelor’s degree with at least 5 years relevant experiences in economics, rural development, management, agribusiness or any other similar field.

Work Experience:

  • Proven work experience in coordinating and implementing multiple training events or similar works in economic and social development settings for a minimum period of five years.
  • Proven ability to complete full training cycle (assess needs, plan, develop, coordinate, deliver, monitor, and evaluate)

Experience in the region and other requirements:

  • Work experience in rural Afghanistan for a minimum of 2-3 years in the related field
  • Strong interpersonal and communication skills and capacity to deal with different rural communities with varied political/socioeconomic and educational backgrounds.
  • Working knowledge of English, Dari and Pashto
  • Sound decision making and organizational skills
  • Proficiency in MS Office
