Job Description
PARSA’s Deputy Finance Manager is a full-time position that is responsible to maintain and adhere to PARSA financial policies and procedures including the donor regulations and guidelines to ensure that the Finance department functions in an efficient and well-organized manner. Moreover, in periods that the Finance Manager is absent, acting as senior finance focal point for overall financial management and planning including cash flow, budgeting, donor reporting and audit and knowledge-sharing and capacity-building of finance team in high priority. Regular hours of work are 8 am to 4 pm 5 days a week on official PARSA business days. Additional hours of work maybe scheduled as needed including on holidays which will be compensated by days off.
To perform this job successfully, an individual must be able to perform each job duty satisfactorily. Essential job duties include the following:
- Providing support to the Finance Manager in Implementing financial policies and
- Coordinate and act as focal point for issues relating to finance
- Preparing new proposals as needed reflecting overall financial profile for PARSA
- Ensuring schedule for Donor reporting is respected and all reports are compiled in an accurate and timely manner and submitted to Deputy Director/Executive Director for verification and approval
- Acting as a Finance focal point during the process of proposal development and budgets creation
- Leading preparation for external annual and donor audits
- Reviewing and addressing questions of concern from auditors in consultation with Finance Manager
- Reviewing and checking of related projects vouchers and supporting documents and coordinate with finance and procurement team for any changes or problems may raised
- Ensuring that donor finance guidelines, formats and processes are understood by Finance team at the start of each project and being adhered to throughout the project
- Contributing to capacity building and sharing of knowledge within finance department
- Maintaining responsibility for transparency and accountability and implementation of policies and guidelines including donors
- Providing constructive suggestions relative to enhancing current procedures on the existing PARSA policies and procedures
- Managing all contractual agreements as related to all contracts PARSA has with donors and managing any other finance staff work on contracts
- Reviewing and checking of contracts with vendors, suppliers, or sub-contractors
- Advising financial policy as it relates to PARSA's contract with donors
- Keeping documentation and storage of contract records
- All other duties as assigned

EDUCATION, TRAINING and/or EXPERIENCE
- Bachelor’s degree in finance or related subject professional (BBA/Economics)
- Minimum five years’ relevant experience in finance working with NGOs is preferred
- Solid knowledge of financial and accounting procedures
- Computer skills including the ability to operate spreadsheets and office processing programs at a highly proficient level
- knowledge of electronic spreadsheets,
LANGUAGE SKILLS, MATHEMATICAL SKILLS AND REASONING ABILITY
- Excellent English language knowledge in written and verbal communication and fluency in Dari and or Pashto
- Good problem solving and analytical skills
- Good mathematical skills
