Job Description
YOUR ROLE
The purpose of this position is to manage, supervise, coordinate the overall emergency response activities of the sectors of child protection in emergency, education in emergency and emergency food security and livelihood. The post holder will coordinate the design and quality implementation of all emergency response projects to respond to the current emergency and future emergencies in Western region and other emergency affected provinces, as the capacity and funding to respond allows. The post holder will also be responsible for project reporting, communication with stakeholders and donor and communities, and will represent War Child UK to the cluster meetings at provincial and national levels. The Emergency Response manager will ensure the effective and principled implementation of WCUK’s humanitarian response in Afghanistan. She/he will manage the day-to-day operations in close coordination with field teams, relevant clusters, government and donors to ensure effective and efficient implementation of emergency response operations.
Your responsibilities:
- Manage the day-to-day planning and implementation of the emergency response activities ensuring optimal management and utilization of human and financial resources of emergency responses.
- Lead robust and accurate assessment of humanitarian needs and drafting reports which outline needs.
- Contribute to the design of emergency response programmes in the project areas
- Facilitate the process of emergency response projects registration and coordination with the relevant line ministries and departments at the city and district level.
- Serve as a core member of the Senior Management Team.
- Responsible for planning, tracking, and reporting of emergency response projects deliverables.
- Contribute to creating a culture committed to the safeguarding of children and adults and compliant to WCUK’s Child Safeguarding and Adults at Risk Policies.
- In consultation with the thematic technical staff in War Child UK, develop relevant training modules and conduct series of trainings to staff and stakeholders in the project sites.
- In consultation with MEAL manager, develop the Indicator Tracking Table for the projects and track progress against the indicators.
- Represent the project to relevant government departments, maintain regular contact and build good relations with stakeholders and regularly update them on the progress of the project implementation and challenges.
- Carry out monthly budget reviews of the project budget in coordination with Finance team.
- Prepare consolidated monthly and quarterly report for the project including submission of the project reports in the cluster reporting hub.
- Participate to the relevant sub-cluster meetings and ensure active representation War Child UK.
- Maintain regular communications with community members, CPANs, DCPANs and other humanitarian actors in the projects locations to ensure coherence and quality delivery of the project.
- Supervise project staffs and provide guidance in the development of their weekly plan and ensure that project activities as described in the project implementation plan are delivered in a timely manner.
- Support the security department in conducting regular security field assessments of the project sites.
- Oversee and guide procurement, admin, and finance activities of the project are according to organization policies.
- Responsible for controlling and monitoring the safety of staff through using PPE kits and considering the Covid-19 protective measures.
- Overall management of field teams to ensures timely and effective assessment and response to conflict and disaster in day-to-day implementation.
- Ensuring program quality in close cooperation with the Head of Programmes and M&E team.
- Analysis of the day-to-day security and access context in close coordination with the national security officer and the impacts on activities and teams.
- Work closely with logistic and procurement department to ensure timely procurement in line with donor and internal rules and guidelines.
- Ensure timely development and submission of internal and external reports in close coordination with the Head of Programmes.
- Regular financial management to ensure appropriate implementation of project budget working closely with Head of Program, and Finance department.
- Performance management of field teams and capacity building through timely feedback, coaching, formal/informal training and evaluation.

Job Requirement
- University degree or equivalent in international development or related subjects.
- Significant experience in managing and implementing emergency humanitarian response in remote areas from design, quality programme delivery, budget management, and reporting.
- Understanding of humanitarian standard and principles.
- Experience in negotiating and implementing humanitarian access strategies in hard-to-reach areas.
- Experience in Project Cycle Management including sound financial management.
- Effective interpersonal skills with proven ability to influence others to achieve successful outcomes, including local authorities, external humanitarian actors, clusters etc.
- Fluency in verbal and written English.
- Demonstrated ability to manage concurrent priorities with problem solving and result orientated.
- Understanding of cultural sensitivity of the local context.
- Understanding and experience of gender and protection mainstreaming.
- Excellent understanding about humanitarian donors and UN and working experience of projects funded by ECHO, OFDA, FFP, PRM, DFID and UN systems.
- Proven leadership skills and the ability to manage, motivate and inspire a diverse team.
- Ability to manage own and team’s wellbeing in very stressful environment with commitment to personal integrity and value.
- Thorough knowledge and experience of the practical application of child safeguarding and prevention of sexual exploitation and abuse in programming in complex environments.
