About DAARTT: DAARTT (Danish Assistance to Afghan Rehabilitation and Technical Training) is an NGO established in Afghanistan by the Danish People’s Aid (DPA) in 2003. The organization is specialized in construction and has built more than 200 schools, clinics and other buildings in Afghanistan, but is also engaged in humanitarian activities, such as construction of wells for drought-hit families and distribution of non-food items and emergency cash to people in need. Activities are funded by AHF and Danish humanitarian funds. DAARTT is a member of ACBAR and of the Shelter and NFI, WASH and education clusters. DAARTT is expanding its humanitarian activities and is therefore looking for a qualified humanitarian consultant to support this effort.

Job Description

KEY AREAS OF RESPONSIBILITY:

  • Provide programmatic support for of the humanitarian programming/activities in the target project areas;
  • Ensure strict compliance of programme activities with DAARTT national and global policies and procedures and with relevant donor regulations and agreements, SPHERE guidelines and the NGO code of conduct.
  • Coordinate closely and support the Humanitarian Coordinator (HC) of DAARTT on response fundraising, supporting the development of high quality concept notes and proposals linked to the response strategy, and engaging effectively with donors’ (AHF) humanitarian focal points.
  • Provide oversight for humanitarian programming implementation to ensure timely & high quality delivery of programme activities as per the plan/project proposal.
  • Ensure quality monitoring of the program through regular site visits within the response areas.
  • Manage/Lead assessment of humanitarian response as soon as it occurs and if needed for the recovery purposes;
  • Produce high quality and timely sitreps/reports (where necessary) within the agreed reporting schedules as required. In the case of this humanitarian project, AHF reporting schedule and templates (GMS) shall be followed.
  • Contribute in designing of the humanitarian and emergency response.
  • Analyze the humanitarian situation and provide the relevant information to the HPC
  • Play an active role in monitoring and evaluation of the project and documenting the findings that to be used for reporting purpose;
  • Day-to-day and on the ground management of the humanitarian/emergency project teams based in the various locations during the humanitarian/emergency response operations.
  • Ensures proactive engagement with relevant sector groups (clusters), national and international NGOs, beneficiaries, community members, and government representatives during the monitoring and review of activities implemented within the program areas;
  • The program officer is able to understand using KOBO system and how the information could be collected, analyzed and reported in the GMS system,
  • Ensures that all reports are prepared and submitted on time and with high quality to the HPC using GMS of AHF.
  • Provide technical guidance to the field staff during the data collection, analysis and reporting;
  • During the absence of Humanitarian Coordinator, acting on behalf of the coordinator;
  • Any other relevant task assigned by the supervisor.

Job Requirement

  • Strong language skills English and local languages
  • Bachelor degree/Advanced knowledge of Program is required.
  • 3 Years’ Experience in Humanitarian Projects
  • Previous experience of managing programme teams in small to large-scale (first phase emergency response is essential)
  • Ability to travel to remote areas
  • Proven analytical and problem solving skills;
  • Excellent knowledge of humanitarian issues, policies, principles and standards and humanitarian coordination mechanisms.
  • Previous experience in similar role is preferred.
