About CTG: Afghanistan is one of the multi hazard prone countries of South Asia, with earthquakes, floods, droughts, landslides, sandstorms, and avalanches as the common natural disasters. Heavy rain and snow cause major problems across the region almost every year. Extreme winter conditions and avalanches are also a recurrent feature in the mountainous areas of Afghanistan that make up approximately 63 per cent of the country. Poor housing provides little protection to the households in rural parts of the country. Lack of capacity and resources within government institutions further adds to the vulnerabilities of families affected or displaced by natural disasters. IOM Afghanistan in line with its “Disaster Risk Management and Disaster Risk Reduction Framework implements DRR activities with the overall aim of strengthening Government of Islamic Republic of Afghanistan’s (GIRoA’s) Disaster Risk Management capacities at the national, provincial and community level. Disaster Risk Management (DRM) activities focus on selected disaster-prone communities across Afghanistan to enhance community level preparedness and response to disasters. In addition, IOM through its Humanitarian Assistance Program (HAP) is implementing emergency response project through which natural disaster affected and displaced population is assessed and the needs for relief items are addressed by provision of NFIs and emergency shelter. IOM is the co-chair of the Emergency Shelter/Non-Food Item Cluster. Under the overall supervision of the Program Manager; the M&E Assistant will support HAP in monitoring and evaluation of emergency response and DRR activities through the tasks specified below.

Job Description

  1. Develop baseline data for emergency response and DRR projects including all components
  2. Conducts regular field monitoring to project sites and communities to monitor the implementation of the Disaster Risk Management Infrastructure (DRMI) and Community Based Disaster Risk Management (CBDRM) project activities.
  3. pay regular visits to project sites and communities for monitoring distributions, conducting post distribution evaluation
  4. Collects, compiles, checks, sorts, and submit the qualitative and quantitative data from the field following each visit, report on challenges, issues and proposed solutions and recommendations.
  5. Conduct M&E of the distribution of relief items and /or virtual monitoring in case circumstances do not allow.
  6. Verify data, reports and supporting documents, collect a relevant filled in form for each event in the provinces, check data on the form for accuracy and completeness submitted by project field staff.
  7. Support in conducting surveys, assessments, research and special case-studies on the project related activities and issues.
  8. In coordination with M&E and reporting Assistant, analyse, compiling data and submit analytical data to measure the progress and impact of the project activities.
  9. Address complaints through hotline number by coordinating with relevant project staff, partners and conducting field visits and provide feedback to the program and to the caller.
  10. Conduct regular visits to the warehouses, monitor and assess the warehouses and report deficiencies and inconsistencies in line with the database as well as procedures specified in the warehouse policy.
  11. Assist with maintaining a centralized and transparent M&E data filing system.
  12. Prepares regular monitoring and evaluation reports on project activities.
  13. Prepare and submit success stories of the project activities.
  14. Coordinates closely and daily with the Monitoring and Evaluation and Reporting Assistant on all data collection, data entry and data analysis.
  15. Travel to different communities in target provinces for carrying out monitoring and evaluation activities.
  16. Assume other tasks as directed by the line manager.

Skills:

  • Knowledge in MS Office, data collection tools, kobo and M&E tools.
  • English language skills (reading, writing and speaking) is required

Technical:

  • Delivers on set objectives in hardship situations.
  • Able to work under pressure and tight deadlines.

Works effectively with staff members and project team, provides timely responses technical engineering team’s concerns, liaise with relevant IOM departments and contractors.

Job Requirement

  • University degree in social science in a recognized University with B.Sc. degree or higher
  • Minimum of two years of professional experience in an M&E position responsible for implementing M&E activities.
  • Experience in designing M&E plans, implementing and running M & E system for project commencement and closeout.
  • Experience in designing and managing beneficiary monitoring and database systems.
  • Knowledge of the M & E methodologies (i.e. qualitative & quantitative).

VI. Languages:

  • Fluent in Writing, Speaking and Reading in English, Dari, Pashto
