About GFC Pty Ltd: The PATRIP Foundation is a KfW-owned charitable, non-profit making institution, organized and existing under the laws of the Federal Republic of Germany. The statutory purpose of PATRIP Foundation is to enhance development cooperation, in particular the civil construction and development of Afghanistan by promoting stabilization and integration of Afghanistan’s border regions. The financial contribution of PATRIP Foundation is exclusively for charitable purposes of enhancing development cooperation, particularly through social and economic infrastructure projects in cross-border and close-border districts of Afghanistan, Pakistan and Tajikistan. Georg Fiebig Consultants Pty Ltd (GFC) has been awarded the contract to act as Monitoring Agent for the ‘Pakistan – Afghanistan – Tajikistan Regional Integration Programme’ – PATRIP Foundation. The Monitoring Agent supports and facilitates the implementation of infrastructure projects in Pakistan, Afghanistan and Tajikistan for the PATRIP Foundation, which are implemented by national and international NGOs. In pursuit of this objective, GFC is seeking a qualified Finance Officer (FO) who can work under the Financial Controller Monitoring Consultant to support the project to achieve its objectives. The Finance Officer will work for monitoring of PATRIP Foundation projects implemented in Afghanistan particularly new projects which will be implemented in the six northern provinces (Badakhshan, Takhar, Kunduz, Baghlan, Samangan, and Balkh).

Job Description

  • Ensuring financial guidelines of PATRIP Foundation are followed and practices maintained during the implementation of all project activities;
  • Under the guidance and in close cooperation with the Deputy Team Leader/Monitoring Manager and Financial Controller elaborate the procedures for monitoring the partner’s internal fund utilization procedure as part of the monitoring system. The procedures should include mechanisms for monitoring the IPs’ withdrawal applications (request for replenishment) for the donor (PATRIP) including reconciliation statement, statement of expenditures, and evidence for the use of funds.
  • The incumbent will define procedures for monitoring the IP’s fund requests by checking reasonableness, assignability, factual, contractual, and mathematical correctness.
  • Conducting on-desk and on-site review of the implementing partner’s financial management systems as per the agreed frequency with the IPs or as and when required.
  • Review of the implementing partners’ Statement of Expenditures (SoE) and comparing with General Ledger (GL) and supporting the team in the financial reporting.
  • Ensures that all financial transactions are completed in compliance with the PATRIP Foundation’s financial and procurement manual.
  • Ensure that PATRIP Foundation’s NOCs/approvals are obtained as and when needed.
  • Record, manage and store all financial data in a cloud-based storage system.
  • Reviewing the financial reports submitted by the IPs on a quarterly basis.
  • Review of disbursement requests submitted by the IPs.
  • Monitoring and analyzing project expenditures in accordance with the approved budgets for each project.
  • Compiling quarterly and annual expenditure reports for the consultant, PATRIP Foundation and project team and providing expenditure updates as required;
  • Providing support and assistance to the IPs for compliance of the reporting requirements of PATRIP Foundation.
  • Checking of Half-yearly Fixed Asset Register of Implementing Partners;
  • Document checking of the projects’ files at the IPs offices to ensure completeness of the project documents (selection, tenders, contracts, installments, etc.) in cooperation with the DTL as per a pre-defined procedure/manual.
  • Review of NOCs in compliance with the approved procurement plans and sent the comments to Financial Controller for further processing.
  • Support the PATRIP team in any other tasks as may be required under the Programme.

 

GFC internal financial management system (if required):

  • Maintain book of accounts of the GFC office.
  • Ensure establishing proper accounting system with cost center for the GFC running cost and preparing fund requests to GFC Management.
  • Receiving and archiving of original vouchers (sending original vouchers to Australia)
  • Bank account transfer for regular local payments (salaries, compound rent, etc.)
  • Prepare monthly reconciliations (bank and petty cash) ledgers, account receivables, account payable and report to GFC Director/leadership.
  • Prepare equipment log with an assigned tagging system and ensure the safeguard of the office equipment/assets.
  • Creating templates for GFC Office and translations of invoices from Dari into English.
  • Establish project pay-roll system including but not limited to pay scale.
  • Four eyes principle: Finance Expert and Deputy Team Leader under the guidance of GFC Director.
  • Maintain and apply a proper filing management system and proper documentation of the FMM and office running cost files both in hard and soft copies.

Job Requirement

  • At least a bachelor's degree in finance, accounting, Masters in Accounting is seen as an additional asset.
  • At least 10 years of work experience in financial management and monitoring with an international NGO.
  • Experience in financial progress monitoring and ability to formulate and manage budgets (operation budget), manage transactions, conduct financial analysis, reporting.
  • Knowledge of Accounting Standards
  • Knowledge in review of Audit Reports
  • Experience in working in development projects and an understanding of the NGO sector is an important asset.
  • Experience  in procurement proceses is seen as an asset.
  • Experience in using the Remote Monitoring and Management (RMMV) system and Kobo toolbox tools and systems would be an asset.
  • English fluent (oral/written), Dari (Persian) and Pashtu fluent (oral/ written).
  • Software experience required: Accounting Softwares, Quick book, MS Project, MS Excel, MS Word, and MS PowerPoint and common accounting softwares. 
  • Building strong relationships with partners, demonstrates flexibility, and responds positively to requests and feedback. 
  • Ability to plan and prioritize work and duties.
  • Demonstrates openness to change and ability to manage complexities.
