Building on past U.S. Government investments in agriculture, AVC-HVC represents USAID's shift towards private-sector and agriculture-led economic growth by building the capacity of individual high-value crop-related enterprises to be profitable and competitive. The activity provides the enterprises with business development services and advice, driving profits and employment in a sector that supports approximately 80 percent of the Afghan population.

Job Description

  1. Role’s Purpose:

The Risk Coordinator is responsible for the security briefings of the Local National Staff within the respective region. S/He is also responsible for daily communication with the personnel assigned to the regional service centers and the satellite offices.

 

  1. Objectives and Duties
  • Reports to the PRM on all Security related matters within the Project.
  • Provide advice to the Risk Manager on all Security-related matters within their region of operation.
  • Maintain liaison with all relevant Agencies and Government Departments within the region and municipalities on security-related matters.
  • Maintain liaison with ANA/ANP/NDS/APPF & Government Agencies/Local Authorities/Local Shura’s within region and municipalities.
  • Establish a methodology for the collection and dissemination of security information gathered from contacts.
  • Ensure timely passage of information as received from Liaison partners and passed onto the PRM
  • Liaise with regional local authorities to discuss potential problems and plan possible methods of resolution.
  • Process Security Clearances for Regional/Area travel/movement.
  • Coordinate and track local staff/vehicle movement.
  • Disseminate up-to-date Security Situation briefs to all DAI local staff and may serve as the Project Focal Point in the event of an emergency.
  • Conduct routine investigations and security assessments to ensure the safety of staff to enter or return to the location where actual or suspected problems exist.
  • Conduct routine security surveys of office and residential areas and premises when directed.
  • Conduct investigations and prepare reports on minor cases of theft, illegal entry, assault, or other incidents when the extent of the infraction is readily determinable.
  • Identify training needs and liaise with the PRM for the provision of training.
  • Serve as a translator as required.
  • Establish a professional, informative, and flexible relationship with the program clients.
  • Perform other security-related duties as assigned.
  1. REPORTING

The Risk Coordinator reports to the Country Risk Director via the Project Risk Manager.

Job Requirement

  1. Qualifications
  • Bachelor’s degree with four years of relevant experience.
  • Prior relevant experience with DAI Global LLC is preferable.
  • Relevant experience with USAID-funded projects or international organizations is required.
  • Fluent in Dari/Pashto and English.
  • Strong problem-solving and conflict resolution skills.
  • Previous experience in security with an understanding of the APPF and its policies and procedures.
  • Demonstrated experience remotely managing staff.
  • Familiarity with the culture and ability to communicate effectively with communities from various areas of Afghanistan
  • Ability to anticipate, identify, analyze, and mitigate risks
  • Previous experience liaising with government agencies, security forces, and local communities
