Job Description

OBJECTIVES:

  1. Implement robust AME systems: Implement solid AME systems and mechanisms in his/her base that are in line with global AME procedures and deliver effective research/outputs so to inform timely decision making and the adoption of sound corrective measures, in coordination with the Area AME manager.
  2. Implement Database and GIS systems: Ensure data on project beneficiaries, processes, progress, locations (GIS) and performance are effectively collected, entered, cleaned and validated, stored, transformed and presented in an efficient and effective manner in the base.
  3. Learning: Ensure lessons learnt and best practices are discoursed and documented in the base.
  4. Implement Beneficiary Complaints and Response Mechanism: Ensure effective functioning of CRM, enhance the trust and confidence of beneficiaries in the base.
  5. Manage AME, MIS and GIS teams: Ensure operations of the AMEU are run in an effective and cost-efficient manner and manage and coordinate between AME, MIS and GIS teams the base, in coordination with the Area AME manager.

Duties and Responsibilities

  1. Appraisal, Monitoring and Evaluation Systems
    1.     AME Implementation and Management
  • Develop mission plans for any assessments, monitoring and evaluations (baselines, mid-terms, endlines) taking place in the base, for each of the projects;
  • Oversee and participate in the implementation of appropriate data collection in the base;
  • Provide technical guidance and oversight over data collection activities in the base and ensure that data collection teams are organized and resourced as needed, and that they deliver as per field mission plans and according to data quality standards;
  1. Database and GIS
  • Oversee on-going modifications, strengthening and functioning of the base-level data management, in coordination with the Area AME manager;
  • Monitor roll out and functionality of Database Management Systems (DBMS) and GIS across users including implementing partners in the base as required;
  • Maintain electronic and paper-based MIS/GIS systems for tracking and reporting all quantitative (spatial and non-spatial) data and information in the base, in coordination with the Area AME manager;
  1. Learning
  • Contribute to the proactive dissemination and to the use of knowledge gained through AME activities in the base among Project teams, other departments, base manager, etc.;
  • Organize and facilitate learning events in the base in order to capture best practices and lessons learnt when a project closes or as required;
  • Document and share the lessons learnt and best practices gathered in the base;
  1. Beneficiary Complaints and Response Mechanism
  • Ensure the effective functioning of the beneficiary CRM and that beneficiary complaints/feedback is adequately captured, analyzed, addressed and responded to in a timely manner and utilized by the program and coordination teams in the base;
  • Build capacity and understanding among ACTED staff, partners and contractors in the base on beneficiary accountability and CRM.
  1. AME Team Leadership
    1. Team Management
  • Provide a weekly and monthly working plan including all AME activities planned for the base to the Area AME manager
  • Ensure that AME officers in the base have the necessary means to accomplish their duties (including field missions, stationary, phone credit, computers, etc.) by liaising with logistics, security, HR/Admin and other department, as required.
  • Ensure that AME staff in the base understand and are able to perform their roles and responsibilities, in coordination with the Area AME manager;
  • Manage AME, MIS, and GIS staff delineating their responsibilities and follow-up the work plans and day-to-day activities in the base;
  • Ensure a positive working environment and good team dynamics in the base;
  • Manage interpersonal conflicts between departmental staff members in the base;
  • Undertake regular appraisals of staff and follow career management in the base;
  • Ensure that the team in the base retains all that is distinctive about ACTED including the organizations values and beliefs, global identity, coherence and consistency, and independence and impartiality.
    1. Capacity Building and Training
  • Identify the AME training needs of AMEU staff in the base and report them to the Area AME manager.
  • Coach, train, and mentor AME Officers in the base with the aim of strengthening their technical capacity, exchanging knowledge within the AME team and providing professional development guidance.

Key Performance Indicators

  • Number of assessments conducted within the last 6 months
  • Lessons learnt and best practices recorded in the Country Lessons Learnt and Best Practices document according to ACTED’s standard learning procedures in a consolidated document and updated in regular and timely manner
  • Number of learning events to capture best practices and lessons learnt organized/facilitated within the last 6 months
  • CRM implemented in the base as per ACTED standards.

Job Requirement

  • A Bachelor Degree in Business Administration, Public Administration, and Social science.
  • At least 3-5 years of experience in monitoring and evaluation, rule of law, or similar fields.
  • Have good Communication skills both written and verbal in Dari or Pashto and English languages.
    Computer skills in MS. Office are required.
