About LITACA/MRRD: The project Livelihood promotion in Tajik – Afghan Cross Border Areas (LITACA) is the third phase of a Socio-Economic development project between the Government of Islamic Republic of Afghanistan and the Republic of Tajikistan executed by Ministry of Rural Rehabilitation and Development (MRRD) of the Government of Islamic Republic of Afghanistan and United Nations Development Programme (UNDP) in Afghan side and the United Nations Development Programme (UNDP) – Tajikistan Office in Tajik side. The project is funded by the Government of Japan through the Japan International Cooperation Agency (JICA). The duration of the project is from (April 2021 to December 2024) and covers nine districts in the provinces of Badakhshan (Shahr Buzorg, Khahan), Takahr (Cha aab, Yangi Qala, and Dasht e Qala), Kunduz (Imam Sahib, Qala I Zal), and Balkh (Khulm, Kaldar) that are bordering with Republic of Tajikistan’s Khatlon province (Shaartuz, Qubodiyon, Jayhun, Dusti, Panj, Shamsiddin Shohin, Hamadoni, Farkhor). The project LITACA aims to promote stability and security in the bordering provinces of Tajikistan and Afghanistan. This will be achieved by reducing poverty, supporting economic development and cross-border collaboration among the communities along the Tajik-Afghan border. More than 152,976 people will directly benefit from LITACA project while the livelihoods of more than 1,123,000 people living in target bordering communities will be strengthened. The project will offer capacity development opportunities for the local governments, civil society and private sector organizations to sustainably manage local socio-economic development. As well, the project will offer investments for rehabilitating priority infrastructure initiatives and business development as a means of improving livelihoods of the target population. To achieve the above, OVOP aims at mobilizing rural communities for bettering their lives by empowering themselves to establish and run their joint businesses. OVOP is a known tool for rural development that takes the local and the less celebrated and transforms them into value-added, widely recognized products. The initiative also emphasizes the use of indigenous natural resources, unique traditional techniques and high quality of products. LITACA (2021-2024) will be implemented and built on the successes and lessons learn of LITACA II (2018 – 2020) LITACA I (2014 – 2017).
Job Description
Duties & Responsibilities:
The incumbent has the role to coordinate and support Cashmere Project activities over the targeted province. He/she also provide technical support to the project team for quality implementation of the designed project including planning, monitoring, coordinating, and reporting the project progress against the agreed indicators.
- Lead and Manage day to day Provincial Program operations and core activities, supervising the provincial team HR & Finance, Logistic and Security tasks of the provincial office.
- Ensure that a close and mutually beneficial working relationship is maintained and developed with the Provincial Governor, District Governor, the offices of DRRD along with other development agencies, the shuras, DDA, CDCs and relevant stakeholders.
- In accordance with the Project Document, plan and develop project Annual Work Plans (AWPs) and establish Annual Targets. Design project budget. Ensure that AWP activities suggested are in line with the overall direction set by the Project Document and lead to achievements of project targets and results.
- Ensure implementation of activities as per AWP and agreed deadlines as well as according to detailed implementation, procurement and HR plans. Identify bottlenecks and develop solutions. Regularly meet with project stakeholders and other counterparts.
- Oversee and coordinate development and formulation of detailed provincial implementation plans, procurement and human resources, communication and risk management plans for the Project. Coordinate and ensure timely updates of all planning instruments in close collaboration with relevant country office teams.
- Assess project impact and oversee the appropriateness and accuracy of methods used to verify progress and results on the livelihood of local communities.
- Actively participate in project designed surveys and events to analyze the living status of project beneficiaries.
- Follow up on herder knowledge trainings and assure the quality of training delivery.
- Establish adequate monitoring procedures and systems throughout project activities in close collaboration with the project Team. Ensure that adequate systems are in place to gather data and information for project monitoring and that systematic monitoring of project progress against targets is undertaken, including regular field trips for monitoring purposes. Develop innovative improvements to enhance performance of the project.
- Co-ordinate all Program activities in the province and regularly monitor progress to ensure that its objectives are being met.
- Ensure that effective budgeting and expenditure arrangements are in place for the provincial team and petty cash and that there is proper accountability.
- Support technical staff to develop and apply livelihood training plan and programs.
- Active participation in all training sessions organizing by project or relevant stakeholders.
- Review work plan progress, progress of construction, field achievements, field implementation and develop and implement solutions or logistical problems.
- Review and follow up staff performance and conduct appraisal on yearly basis.
- Support targeted communities in conflict resolution and applying Do No Harm Approach.
- Coordinate and prepare a thematic and substantive reports/analysis/briefs.
- Submitting monthly, semi – annual, and annual progress reports to the project manager.
- Keeping project documentation and recording project filing.
- Liaising the targeted area security information with Project Manager and Kabul office
- Any other tasks given by the line manager.
Job Requirement
Required Qualifications, Experience & Skills according to (NTA):
The proposed candidate should have Bachelor degree with 5 years of working experiences with different donors and governmental institutions in implementing of similar projects/programs. Hold experience and knowledge of donor relations, project management and contract management.
Be familiar with government policies and guidelines in implementing of agriculture and development projects.
The incumbent should be able to travel to the provinces.
Qualifications/Skills
Bachelor degree preferably in Agriculture, Agribusiness, Economics, Social Sciences or Business Administration;
Strong project management, project planning and coordination skills;
Fluency in Dari and Pashto, and good working knowledge of spoken and written English;
Excellent communication and problem solving skills;
Good computer skills using Word, Excel, and surfing Internet.
Abilities:
Strong team building, interpersonal and negotiation abilities including the ability to address sensitive issues with diplomacy, respect, and tact;
Ability to multi-task, be flexible, and lead a large team in a high pressure working environment;
Willingness to enhance knowledge through training and personal initiative;
REPORTING RELATIONSHIPS:
The Provincial Coordinator will directly report to the Project Manager.
