About SCSA LLC: SME Client Support Afghanistan LLC (SCSA) is a consulting and service company registered with the Ministry of Industry and Commerce (MoIC). SCSA is fully owned by Afghan Credit Guarantee Foundation (ACGF), a foundation with legal incorporation in Cologne, Germany. ACGF is a credit guarantee fund with the mission to improve access to finance for Afghanistan’s small and medium-sized enterprises (SMEs) by sharing the credit risk of the Afghan partner financial institutions (PIs) and by improving their SME lending capacity with technical assistance (TA). ACGF has been founded in 2014 by DEG – Deutsche Investitions- und Entwicklungsgesellschaft mbH and by the German Ministry of Economic Cooperation and Development and is supported by funding from the World Bank/Afghan Ministry of Finance and KfW Development Bank. SCSA provides a broad range of ancillary services in the context of ACGF’s credit guarantee, technical assistance operations, and program execution. SCSA is a consulting company, not a financial institution, and it does not provide any financial services. SCSA acts as service provider to ACGF carrying out a range of various services. Purpose of Program ACGF is now also the project execution agency for the implementation of two business support matching grants programs in Afghanistan. The donors of the programs are two large international finance institutions. The overall goal of both programs is to support the survival of SMEs during the Corona crisis, to protect existing employment in supported SMEs and to prevent potential spill-over effects of the crisis to the Afghan financial sector. Moreover, a wide array of measures is being introduced under both programs to mitigate the economic impact of the coronavirus outbreak on SMEs not only on the short- but also on the medium-term in Afghanistan. Purpose of Position In both programs, the roles and responsibilities of SCSA will, inter alia, include: implementing the program, communicating it to SMEs through pre-defined marketing and public awareness efforts, operationally executing the competitive rounds, receiving MG applications, supporting the due diligence process, preparing documents for MG decisions at ACGF level, supporting the monitoring and overseeing the utilization of the MG for the intended purpose, collecting data, and providing reports to stakeholders or ACGF as required. For both programs, a MG Department has been created at SCSA which is in charge of the responsibilities outlined above. For this Department, SCSA is looking for a Matching Grants Finance and Controlling Officer (f/m*) in Kabul to start as soon as possible. The MG Finance and Controlling Officer, as a core member of the MG team, will support the Matching Grants Business Unit in all program-related financial interactions. This will focus on day-to-day interactions with MG team in support of programmatic aspects of all matching grants (budgeting, procurement, implementation tracking); ensuring their compliance with SCSA and Donors policies, as well as funding and reporting requirements from inception to contract closure in accordance with grant agreements and other appropriate protocols.
Job Description
Under the supervision of the Finance Manager, the Matching Grant Finance and Controlling Officer (f/m*) will have the following core duties and responsibilities:
Ensure strict adherence to and compliance with financial control systems, policies and procedures of SCSA
Ensure compliance with donor and organizational policies, procedures and regulations, throughout activity implementation. Ensure thorough, audit-compliant documentation.
Prepare financial reports in relation to the allocated program
Post financial data into the ledger and maintain custody of scanned payment vouchers
Maintain proper filling system and keep all files up to date and participate in the assessment of new business.
Controlling and maintaining of partner accounting/bookkeeping including asset management.
Facilitate and process grant payment to partners, obtain and record grant payment receipts in accordance with MG guidelines
Receive and assess financial reports from partners ensuring compliance with GM Operational Manual requirement on proper reporting of expenditures, invoicing, procurement and asset management
Support the coordination, planning, and execution of annual audits of partner organizations
Receive and assess audited financial reports, including management letter from partners
Upload and track processes in relation to disbursement receipts, financial reports, completed assessment tools and audited financial statements to Seafile.
Any other task assigned by supervisor
Job Requirement
The optimal candidate for the Matching Grants Finance and Controlling Officer (f/m*) will have the following qualifications:
Bachelor’s degree required; master’s degree in business management, banking, finance, accounting, economics, or related field is a plus
A minimum of Five (5) years of job experience in a relevant field with regard to finance or grants.
Very good knowledge of financial and accounting standards.
Sound knowledge of financial management of Grants “Budgeting, controlling, forecasts, reporting”
Ability to manage multiple tasks simultaneously with attention to details, also under time pressure
Fluent, both spoken and written, in English, Dari and Pashto Languages
Excellent Communication skills
Good analytical and problem-solving skills; ability to follow a structured approach in fulfillment of tasks
Good data collection and reporting skills
Proficiency in Microsoft Office applications and other computer applications
Ability to act on own initiative and work confidentially
Flexibility and mobility, such as ability and willingness to spend more than 50% of the working time on field work outside of the office and to travel extensively throughout Afghanistan
Experience with and commitment to working in a diverse workforce
