About Roots of Peace: The Agricultural Marketing Program (AMP) builds on the successes of Roots of Peace’s 10-year Commercial Horticulture & Agriculture Marketing Program (CHAMP), and aims over the 3-year period of implementation to increase export volumes and values, introduce new agricultural products to the market, diversify export markets and increase value-added processing. The increased exports will create additional demand for agricultural products that will drive job growth in rural areas. Key objectives/targets include increases in exports by US$450 million, domestics sales by US$50 million and jobs by 4,500. Activities will include: researching new market opportunities for Afghan products; operating trade offices in key markets; organizing or participating in international B2B events, trade missions and trade shows; organizing promotional activities in key markets; providing incentives for businesses exporting new products or to new markets; training in new markets, food safety, access to finance, etc.; facilitating access to trade credit; and mitigating trade impediments. AMP works primarily with private sector agribusinesses, but also engages the Ministry of Agriculture, Irrigation and Livestock (MAIL), the Afghan Chamber of Commerce and Industries (ACCI), the Export Promotion Agency of Afghanistan (EPAA) and other USAID-funded agricultural programs including (AVC-Crops, AVC-Livestock, RADP East and PVC-West). Specific attention is given to support the participation of women and youth in AMP activities.

Job Description

Balkh Horticulture Extension officer will work under the overall supervision of the Regional/provincial coordinator. He will also provide support to the relevant export facilitation and business development for the integration of the AMP perspective into the related plans and the formulation of specific initiatives to empower afghan Agri-community, exporters and processors to increase their participation in large-scale commercial fruit production, boost the export and add value of the market oriented products. S/he will ensure that all activities are undertaken in compliance with USAID and ROP regulations, policies and procedures, and AMP objectives. S/he will undertake both administrative and technical tasks.

STRATEGIC ROLES:

The Horticulture extension officer will work in close synergy with Export Facilitation and business development Teams for achieving project deliverables in better manner within planned timeframe. He will facilitate linkages meetings between farmers, potential exporters and processors in close coordination with Export facilitation and business development team to improve the quality of the product and boost the export from the respective district.

Tasks to Support Role:

1. Provide the overall Organizational Planning process and design of an efficient Planning system on district level.

2. Coordinate sound and efficient management and administration system in the target districts.

3. Assist the regional/provincial coordinator for implementation of planned horticultural activities in the district.

4. Selection of farmers for orchard establishment, green house, quality improvement and processing activities in light of developed technical and social criteria in close coordination with village and districts elders.

5. Attend the regular district meetings with district governor and MAIL-district Agriculture extension manager.

6. Training of farmers on orchard layout, planting, irrigation, nutrition management, pruning, fruit thinning, dormant spray application, IPM, green house management, Post-harvest management and storage management.

7. Organize and facilitate Farmer field schools on technical as well as extension methodology and extension management related issues according to Training Plan for capacity development of target farmers.

8. Facilitate linkage meetings between lead farmers and potential exporters for income increase of farmers and boosting export from the respective district.

9. Conduct daily visits of target farmers orchard and crops and provide technical assistance. 

10. Keep the regional/provincial coordinator with update information regarding program components in the district.

11. Resolution of the problems raised in the field and be responsive for any questions coming from field or seek advice for better solution from regional coordinator/provincial coordinator.

12. Work closely with the regional coordinator/provincial and business development and export facilitation team in order to ensure that all components of the program are running well and supported.

13. Participate in all-related events (meeting, workshops, and conferences) and keep network with the national and International organizations in order to stay informed about orchard establishment and other horticultural-related developments in the district.

14. Assist in all other operational and administrative tasks as required by the respective line manager.

ADMINISTRATIVE

1) Provide inputs (text and photos) for AMP monthly and quarterly reports. 2) Provide data and information to the AMP M&E personnel, as required.

Job Requirement

Education:

1) University degree in Agriculture. MSc degree especially in Horticulture is desired. 2) Good knowledge of Management, practical horticultural concepts, analyses, report writing, evaluations, assessment and presentation.

Work Experience:

1) Minimum of 3 years of progressively responsible working experience in the field of Agriculture, particularly high value crops, FFS facilitation, offseason vegetable production, root cellar management and/or project management experience preferably in an international development setting.

Skills:

1) Must have demonstrated understanding of coordination and project management skills with diverse team and large flow of information and activities.

2) Must be able to work independently and prioritize, show initiative experience in an NGO setting.

3) Ability and flexibility to work under stress and understanding to address sensitive social and/or political issues. 

4) Fluency in both spoken and written local languages Dari and Pashto and understanding of English.

5) Demonstrated planning, analytical and problem-solving skills.

6) Ability to set priorities and manage time effectively.

7) Ability to think and communicate clearly with others

8) Advance computer skills specially in Micro soft Office

9) Strong analytical and communication, report writing and presentation skills
