About CTG: IOM, with the financial assistance of the European Union, developed the Reintegration and Development Assistance in Afghanistan (RADA) to support sustainable reintegration of returnees within their communities of return. RADA is implemented in eight provinces of high return (Baghlan, Balkh, Herat, Kabul, Kandahar, Kunar, Laghman, and Nangarhar) to achieve the following results: Sustainable reintegration: Returnees and communities in areas of high return in Afghanistan share an enabling environment for sustainable reintegration in which returnees reach a level of economic self-sufficiency, social stability within their community, and psychosocial well-being that enables them to cope with (re)-migration drivers. Activities include integrated community development projects, support to businesses, start-ups, and Technical and Vocational Education and Training (TVET). Capacity strengthening: The Ministry of Refugees and Repatriation (MoRR) and its departments at the provincial level, have strengthened capacities to plan, coordinate and facilitate the provision of comprehensive reintegration assistance. Activities include technical assistance, peer-to-peer capacity building, and the establishment of referral mechanisms and structures such as Reintegration Information Centres (RIC) at the provincial level. Reception Assistance: Persons who are returned to Afghanistan under the Joint Way Forward Framework and additional arrangements on non-voluntary returns, are provided with immediate assistance at the airport in Kabul, Afghanistan. Activities include medical and psychosocial screening and referral, temporary accommodation, and onward transportation. Knowledge development: Comprehensive data collection, trend monitoring, and research contribute to an evidence base on return, reintegration, and development policy and practice in Afghanistan. Activities include data collection and analysis to monitor results, impact and contextual trends, publications and roundtables contribute to policy discussions at the national and international level. To achieve the objectives of result area two of the RADA programme, IOM has developed a capacity development action plan. The main objective of the action plan is to strengthen the institutional capacity of MoRR and its departments at provincial level to plan, coordinate and facilitate comprehensive reintegration assistance. In 2020, the capacity development action plan was revised in consideration of the findings and recommendations of the capacity-gap assessment. The recommendations include effective horizontal and vertical coordination and communication at three levels within MoRR, including: leadership, technical and operational. Under the overall supervision of the Head of Stabilization, Reintegration and Resilience Division for IOM Afghanistan, and the under the direct supervision of MoRR’s director for policy and planning, the successful candidate will ensure the effective and efficient implementation of activities to enhance MoRR’s capacity to play an active role as a coordinating body on coordination of sustainable reintegration programs and interventions between donors, implementing partners and other government agencies.

Job Description

  • Manage communication and coordination activities with internal and external stakeholders concerned with MoRR, especially the members of RADA steering committee
  • Play an active role in the coordination of communication between DoRR, MORR and IOM regarding ongoing activities under RADA.
  • Coordinate monthly, quarterly, and annual meetings pertaining to the RADA programme.
  • Provide administrative and operational support for events and activities when necessary.
  • Ensure that office procedures and established standards are adhered and maintained in all aspects of work.
  • The Officer will also help to Return and Reintegration department to develop technical, progressive and narrative report of the projects under MoRR.

Coordination of capacity building activities between agencies

  • Provide support in formulating a business-wide communication and coordination strategy and regularly assess the effectiveness of the MORR’s communication and coordination channels,
  • Seek out new creative and innovative ways and opportunities for developing communication and coordination mechanism for MoRR.
  • Take part in developing and preparing reports as per the requirements of donors and funding partners of MoRR.
  • Ensure appropriate reporting format, quality, and content, as well as timely delivery of reports to donors, partners, and other stakeholders of MoRR and ensure hard and electronic copies of reports, documents, MOUs are archived properly
  • Establish, develop, and maintain a network of contacts of MoRR and good working relations with stakeholders, donors and important government partners including relevant Ministries and related line agencies.
  • Organize and facilitate stakeholder meetings in collaboration with reintegration programs and interventions and also foster program partnerships and collaborations with relevant MoRR‘s partners
  • Prepare and facilitate signing of programme grant agreements/ MOUs pertaining to both donors/ MoRR partners.
  • Set up and maintain good level of communication, coordination, and information sharing mechanisms with internal and external stakeholders.

Coordination with Directorates of MoRR

  • Ensure that oficial procedures and established standards are adhered and maintained in all aspects of work.
  • Facilitate the work of the technical team of RADA in identification and support of enterprises.
  • In consultation with MoRR directorates make sure that the enterprises have realistic business plan and sustainability of the projects is ensured. Take part in joint visits and share the report to MoRR on impact of the projects.
  • Coordinate between MoRR and RADA team in the endorsement of new projects.
  • Work cross-functionally with numerous departments of MoRR. In an executive capacity when required, the Communication and Coordination Consultant shall partner with other directors at MoRR, and key stakeholders in the development of the executive calendar, management of departmental budgets, and in the coordination of submissions of communications that affect MoRR’s goals directly from all departments.
  • Coordinate the development of MoRR’s Strategic Plans in collaboration with the MoRR Heads of Unit and key tashkeel staff.
  • Work with the Communication Unit and key tashkeel staff to provide appropriate and up to date information and contribute to MoRR regular publications, website, and social media. Identify and promote newsworthy stories and topics of interest on the reintegration programs.
  • Works closely with creative teams, as mentioned above, in the development of media content submissions, case studies, and executive interview material, and internal employee updates
  • Write and prepare presentation content for various workshops, meetings and events related to reintegration programs.

Job Requirement

  • Bachelor’s degree in public policy, International law, International Relations/ Diplomacy, Social Arts or any other relevant university degree
  • At least 3 years of experience in coordination and communication within the Government and national/international organization.
  • Experience on writing the communication strategies.

VI. Languages:

  • fluency in English and Dari is required. (Oral and written)
  • Advantage working knowledge of (Pashto)
