About CTG: Afghanistan is one of the most devastated war-torn countries in the world. Recent estimates suggest that more than 7 million people have no or limited access to essential health services due to insufficient coverage by the public health sector and direct interruption due to conflict and insecurity. Each year hundreds of thousand Afghan migrants and refugees return from Iran and Pakistan, which puts on extra loads on already stretched health system. Unofficial case counts, the confirmed case count rate and a recent randomized sample conducted in Kabul suggest the true case count may be in the millions of infections. Cases are expected to increase rapidly as community transmission escalates leading to the commencement of a second wave, creating grave implications for Afghanistan’s economy and people’s wellbeing. Inflation, currency devaluation, rising joblessness, and social unrest are all growing associated impacts. IOM’s Migration Health programme with over 350 staff is actively supporting the Afghanistan Ministry of Public Health and the World Health Organization (WHO) to strengthen health service capacity at Points of Entry, in affected communities and through additional support to other response areas such as health facilities and laboratories to effectively prevent, detect and respond to COVID-19 and other public health threats. IOM provides; integrated surveillance and disease control training for frontline health staff, necessary medical and health commodities, analyses and reports on population mobility trends in priority health zones to inform preparedness efforts, as well as risk communication to sensitize impacted areas. Under the overall guidance of the Emergency Health National Programme Officer and direct supervision of Medical Officer/MHU Team Leader, the Mental Health and Psychosocial Support (MHPSS) Counsellor will assist with implementation of PSS and relevant activities. S/he is expected to carry out his/her duties in accordance with strictest ethical standards and with due respect for gender and socio-cultural sensitivities.
Job Description
- Deliver one-on-one (Individual) and group counselling sessions to identified clients within mobile clinics as an integrated approach.
- Assist in the identification of psycho-social needs and proposition needed interventions in collaboration with the migration health division.
- Providing personal assistance, medical attention, emotional support, or other personal care to others such as co-workers, clients, or patients.
- Provide direct support and care for vulnerable women, girls and boys and GBV survivor, including basic information counselling and case management - assessment of survivor needs, follow up and case closure processes in line with the MOPH/WHO SOPs.
- Engage with displaced and migrant populations to deliver and promote MHPSS project activities in the designated locations.
- Encouraging and building mutual trust, respect, and cooperation among team members and clients.
- Support Project Assistant – Health/Doctor in delivering training or workshops tailored for sensitization on MHPSS issues and remedies.
- Support in the creation of materials including publicity documents.
- Entering, transcribing, recording, storing, or maintaining information in electronic form or KOBO.
- Assist in writing monthly, quarterly, annual reports and progress reports of project activities including monthly reporting to the Migration Health Physician.
- Assist in the implementation of preventive MHPSS interventions at the zero point and PHC levels and underserved communities surrounding IDP settlements and adjacent host communities.
- Coordinate with Project Assistant – Health/Doctor on cases requiring higher level interventions
- Coordinate with MHPSS working group and other relevant stakeholders at local provincial levels.
- Maintain confidentiality of all beneficiaries and internal information at all times.

Job Requirement
- Degree or certificate in Psychology, Counselling, Social Works, Psychiatric Nursing, or related field from a recognized institution
- At least 1 – 2 years of professional experiences in relevant field (clinical psychology, educational psychology, Psychiatric Nursing, or other related fields)
- Experience working in humanitarian sector is an asset – specifically in MHPSS programs
- Good knowledge of counselling and community mobilization methods and tools
- Experience in supporting medical team and community-based organizations
- Experience working with survivors of trauma, including GBV
- Working in emergency and development project
VI. Languages:
- Fluency in Pashto and English
- Dari language is desirable.
