About Help – Hilfe zur Selbsthilfe, Afghanistan: “Help – help for self-help” is a German non-governmental charity-organization duly registered with the courts of law in Germany and in several host countries, such as Afghanistan. Help was founded in 1981 by concerned Members of Parliament of all parties represented in the German Parliament. We started providing humanitarian assistance for Afghan refugees in Pakistan, and soon extended to development-oriented activities. We provide aid and development-support regardless of race, creed or nationality. Priorities are set on the basis of need and upon the request from partners and vulnerable communities to cooperate fairly and transparently. Over the past 38 years, Help has extended to worldwide operations. We are engaged both in emergency- and in development-programs. Whenever possible, we link emergency-aid with assistance for self-help. It is our aim to encourage the efforts of communities affected by disasters and political upheaval, while strengthening their capability to improve their living conditions and long-term perspectives. In Afghanistan, one of the major programs of Help is TVET & Employment Facilitation. Typically, we offer high-standard and long term (6 months) vocational training in marketable skills; provide employment services through the Employment and Entrepreneurship Services Centre / EESC and build up the capacity of communities and relevant staff in sectorial government departments and local NGO/Association partners.

Job Description

PURPOSE OF POSITION:

The Safety & Security Officer will oversee and assess the safety and security matters. S/he will assess the security risks against staff, assets, and operations of Help in the western provinces including Herat city and Districts, Ghor, Badghis and Farah. This includes monitoring the security situation in the operation areas, providing safety and security advice to the field staff.

MAJOR RESPONSIBILITIES:

  • Analyze the working environment by assessing the nature of the threats and vulnerabilities in relation to the emergency situation.
  • Collect the necessary data and information to develop a comprehensive risk assessment.
  • Monitor the political, social, economic and military situation and identify trends relevant to security situation.
  • Perform security risk assessments or evaluation missions to the field and regularly review safety and security procedures.
  • Develop appropriate safety and security protocols depending on the nature of specific threats.
  • Work with administrative / logistics staff to ensure appropriate steps are taken to safeguard office premises, equipment and residential property (guards, locks, lighting, alarms, and fire equipment).
  • Supervise and monitor day& night shift guards and drivers’ activities.
  • Establish phone trees, security alert procedures of relevant safety and security information to all staff.
  • Ensure monitoring the visitors’ book that all visitors are searched, registered and escorted in the office and other facilities by security guards. 
  • Prepare guards and drivers duty timetable (schedule) as required on weekly and monthly basis.
  • Ensure proper filing of all vehicle and guards room documents (Timetable) including log books for vehicles and visitors.
  • Provide security guards monthly schedules in all VTCs and main office on monthly basis
  • Report and monitor the daily security situation in the western region provinces where relevant to operations.
  • Attend regular safety and security roundtable meetings held by INSO and other partners on quarterly.
  • Develop a network of contacts among local actors to enhance the security of Help’s operations.
  • Represent Help and coordinate amongst all actors on all matters pertaining to safety and security.
  • Organize and circulate relevant safety and security information to the staff and provide an opportunity for employees to voice Safety and/or Security-related concerns.
  • Ensure timely and accurate reporting of safety and security incidents.
  • Coordinate training in safety and security ensuring that staff have the necessary equipment and are trained accordingly.
  • Ensure that all incoming visitors receive a security briefing and information.
  • Ensure all staff understand and fulfil individual and collective responsibilities for safety and security.
  • Supervise and enforce (including disciplinary action where necessary) compliance safety and security standards and procedures.
  • Develop contingency plans for incidents management events such as
  • Accidents, ambush, car hijacking, etc).
  •  Severe injuries and serious illness
  • Kidnapping
  • Death of employee
  • Destruction of essential assets
  • Train staff on contingency measures and ensure they know how to react;
  • Establish relocation and emergency evacuations plans.
  • Ensure that preparations are made to enable post incident counselling to be offered to staff who have been confronted to traumatic events.
  • Make the necessary arrangements to ensure resumption of critical processes, systems and operations.
  • Any other task assigned by the Supervisor.

Job Requirement

Minimum education and skills required for this position:

B.A. in Security, Political Science, Diplomacy or related field.
Ability to analyse and revise operating practices to improve safety
Detail oriented and comfortable working in a fast-paced office environment
Strong oral and written skills in English, Dari and Pashto
Good communication and interpersonal skills essential.
Ability to prioritize work in relation to need and urgency, adaptability and flexibility.

Excellent cross-cultural communication (both oral and written) and interpersonal skills demonstrated by ability to interact professionally with culturally and linguistically diverse staff, stakeholders, clients and consultants.

Minimum work experience required for this position:

2 years of work experience with international NGOs in the security and safety field.
Knowledge of sourcing and negotiation techniques within interlocutor  .
Strong negotiations and networking skills.

Strong in decision-making and working with numbers of actors.

Work Environment:

The position is based in Herat with regular travels to Herat districts and western provinces.

Interpersonal Skills:

The incumbent needs to have strong interpersonal, negotiation, communication and networking skills, as he will be in touch with the staff and other stakeholders or related persons on daily basis.
