These approaches are: (1) to design and implement the community development programs; (2) to provide primary and secondary health services according to the standards of the MOPH; and (3) to build capacities and skills of ordinary Afghanistan residences and professional of health sector.

Job Description

Job Purpose

The Finance Officer is responsible for managing and overseeing financial operations, including budgeting, grant management, and financial reporting, ensuring compliance with organizational policies and donor requirements. The Finance Officer plays a key role in supporting financial planning, budget monitoring, and control to enhance the financial efficiency and effectiveness of RHDO projects.

Key Responsibilities

1. Budget Management

  • Assist in the preparation of the annual budget, ensuring alignment with organizational goals, strategic objectives, and program needs.
  • Monitor budgets for all projects and departments, tracking expenditures against budget allocations, and preparing variance analysis reports.
  • Coordinate with project managers and department heads to provide financial insights, manage budget amendments, and reallocation requests.
  • Prepare monthly and quarterly budget forecasts to assist senior management with financial planning.
  • Support the budget committee by consolidating budget requests, managing budget queries, and preparing financial presentations.

2. Grant Management

  • Oversee the financial management of grants, ensuring accurate tracking of grant expenditures, compliance with donor requirements, and preparation of financial reports.
  • Work closely with the program and grant teams to prepare budgets for grant proposals, ensuring alignment with donor guidelines.
  • Monitor grant spending to ensure expenditures are allowable, allocable, and within the approved budget.
  • Coordinate with auditors to facilitate grant audits, ensuring proper documentation and compliance with grant agreements.

3. Financial Reporting and Compliance

  • Prepare and submit monthly, quarterly, and annual financial reports, including detailed analysis and commentary.
  • Ensure that financial reports comply with regulatory, internal, and donor requirements, including correct coding and reporting formats.
  • Support the Finance Manager in ensuring adherence to all relevant policies, financial standards, and regulatory frameworks.
  • Conduct monthly reconciliations of accounts, including bank reconciliations, to maintain accurate financial records.

4. Financial Control and Risk Management

  • Implement and monitor internal controls to safeguard RHDO’s financial assets and ensure proper use of funds.
  • Conduct regular reviews of financial systems and processes, recommending improvements to enhance financial efficiency and mitigate risks.
  • Participate in risk assessments and support risk mitigation efforts within financial processes, grant management, and budgeting.

5. Capacity Building and Support

  • Provide training and support to project managers, program staff, and budget holders on budget management and grant compliance.
  • Assist in the development of financial guidelines, templates, and tools to improve financial literacy within RHDO.
  • Act as a financial resource to RHDO staff, responding to queries related to budget, grants, and financial policies.

Job Requirement

Qualifications and Skills

  • Education: Bachelor’s degree in finance, Accounting, Business Administration, or a related field. A professional certification (CPA, ACCA, etc.) is an advantage.
  • Experience: Minimum 3-5 years of experience in finance and budgeting, with a background in grant management preferred.
  • Technical Skills: Proficient in financial software (e.g., QuickBooks, SAP, or similar) and MS Office Suite, especially Excel for financial modeling and data analysis.
  • Knowledge: Strong understanding of budgeting, grant management, and financial reporting requirements, including experience with donor-funded projects.
  • Competencies:
    • Strong analytical and problem-solving skills.
    • Excellent organizational and time-management abilities.
    • Ability to communicate complex financial information clearly and concisely.
    • Detail-oriented with a commitment to maintaining accuracy and transparency in financial records.

  • External: Donors, Auditors, Regulatory Bodies.
