WDIO maintains the departments of Program, Operation, Human Resources Finance, and Procurement. Each department operates according to the WDIO written policies and procedure manuals updated based on the context of the area where WDIO implementing projects. WDIO is committed to applying a ‘zero tolerance’ policy towards acts of sexual exploitation and abuse by its personnel. In 2003, the United Nations Secretary-General issued a Bulletin on “Special measures for protection from sexual exploitation and sexual abuse” (ST/SGB/2003/13) (“the Bulletin”). To support the system-wide implementation of the zero-tolerance policy, the Director-General has decided to adopt the standards of conduct and provisions on PSEA set by the Bulletin, adjusted as necessary, to be applied by WDIO personnel, as follows

Job Description

Main duties and responsibilities:

  • Maintain digital and physical records of invoices and contracts
  • Address payment issues
  • Maintaining the organization’s financial systems
  • Assist in managing the monthly payroll of WDIO in coordination with HR.
  • Handling general account queries
  • Seek out methods for minimizing financial risk to the company.
  • Review financial data and prepare monthly, quarterly, and annual reports.
  • Establish and maintain financial policies and procedures for the organization.
  • Develop & maintain a good filing system for financial documents.
  • Manage and keep records of all types of accounting transactions (Advances, Accounts receivable/payable, Taxation, and prepaid expense).
  • Assist in maintaining a record of all receipts and payments
  • Maintain financial files for all accounting records, vouchers, disbursements, payments, and other supporting documents.
  • Calculate and make payments for salaries, allowances, and travel expenses to staff members involved in the project.
  • Keep a regular cash book & bank statement record and be ready to report immediately on budget status.
  • Prepare payments for the procurement of materials, equipment, furniture, and stationery for the project on a timely basis.
  • Be responsive to the orders issued by the supervisor on project-related issues.
  • Prepare financial reports as needed.
  • Prepare the budget for the next Program if such a budget is requested.
  • Assist in Planning and organizing the transportation system for the project.
  • Maintain an orderly system of files for correspondence, reports, and contracts-related documents.
  • Ensure that everything is time-bound and available before it is needed.
  • Cross-checking invoices with payments and expenses to ensure accuracy
  • Managing the organization’s accounts payable and receivable
  • Tracking organization expenses
  • Processing refunds
  • Generate financial reports for review by regulatory authorities
  • Any other task assigned by the supervisor.

Job Requirement

  • Bachelor's Degree in Educational Management, Social Science, Economics, BBA, or any other related field
  • Minimum of 3 years of working experience in a similar role with national and international NGOs.
  • Excellent Pashto and Dari reading, writing, and verbal skills, Fluent in English, reading, writing, and verbal skills.
  • Travel – The position will be based in the central office with frequent travels to the provinces.
  • Efficiency, result-oriented, and excellent management capabilities;
  • Capacity to perform effectively under pressure and harsh conditions; ability to handle confidential and politically sensitive issues responsibly and maturely;
  • Excellent capacity development and teamwork skills; cross-cultural and gender sensitivity;
  • Respect the confidentiality of the organization;
  • Time management abilities.
  • Ability to use information technology effectively.
