About Conflict Mitigation Assistance for Civilians (COMAC): Bluemont’s Conflict Mitigation Assistance for Civilians (COMAC) program provides comprehensive victims’ assistance (VA) to Afghan families suffering from military operations by delivering direct and indirect assistance, building the capacity of the Government of the Islamic Republic of Afghanistan (GIRoA), advocacy, and outreach. To build a sustainable base for VA in Afghanistan, COMAC focuses on building the capacity of GIRoA, especially Ministry of Martyrs and Disabled Affairs (MMD), as the main governmental entity for VA services while also addressing the broader challenges of collecting and managing data, national- and provincial-level stakeholder coordination, resource mobilization, enacting rights-based legislation and policies, and the systemic inclusion of victims and mainstreaming VA across sectors and programs. Capacity building efforts include participatory capacity assessments and workshops, reinforcing knowledge transfer for sustainability, coordinating with relevant service providers, and institutionalizing capacity building for the future. Together, these efforts touch on individual, organizational, and institutional levels.

Job Description

The Community Mobilizer will report directly to the Activity Manager. The Community Mobilizer will be required to work directly with affected communities daily to facilitate coordination between communities and local government and civil society organizations to provide assistance to affected families and communities. Specific job duties will include, but not be limited to, the following activities:

 

Essential Job Functions:

  • Investigating of incidents and conduction of household assessment of affected families and victims with the help of technology.
  • Provide necessary back up documents and information to Activity Manager enabling him process immediate and tailored assistance packages.
  • Maintains local relationships with stakeholders and local counterparts, including government and community official/elders for the purpose of processing victim assistance.
  • Mobilize beneficiaries and arrange distribution events by closely working with DMD and other appropriate stakeholders and local community.
  • Maintaining regular contact with relevant government agencies, and other key stakeholders in collecting of incidents information for providing incident notifications on timely manner
  • Supporting of Activity Manager in COMAC communication and outreach activities.
  • Assisting capacity building officer in organizing capacity building trainings and events in the field
  • Maintaining regular coordination on daily tasks with M&E team for monitoring purpose
  • Providing required program documents to health team that enable them to assist the conflict affected families and individuals.
  • Providing inputs to the supervisor for developing weekly and monthly reports  
  • Other duties as assigned by supervisor.

Job Requirement

Education/experience:

  • Bachelor’s degree with 4 years related experience like in community-level engagement or 5 years working experience with national and internal organization.
  • Experience in USAID funded projects and experience in coordination and training are highly preferred but not required.
  • Strong verbal communications skills.
  • Ability to write and read English.
  • Ability to travel in and around specified district(s), or province-wide, depending on security.
  • Local residents are preferred.

Skills/Competencies:

  • Ability to work well in a cross-cultural environment.
  • Attention to detail.
  • Strong communication skills in Pashto or Dari.
  • Good adaptability and ability to work under extreme pressure.
  • Ability  to work with conflict affected families and individuals

Travel Requirements:

  • The position holder will be responsible for both the provinces and may travel one to another as per the department needs.
