Job Description
Finance Manager is a full-time position that is responsible for comprehensive financial management, including planning, budgeting, accounting, and reporting. This position ensures compliance with Afghan government policies, PARSA policies, and contract regulations while overseeing all aspects of financial operations, including cost accounting, accounts receivable/payable, payroll, risk management, tax clearance, and audit documentation.
To perform this job successfully, an individual must be able to perform each job duty satisfactorily. Essential job duties include the following:
- Overseeing the operations of the finance department and management of financial program staff, including the design of an organizational structure adequate for achieving the organizations goals and objectives
- Maintaining a documented system of accounting policies and procedures
- Managing outsourced functions
- Generating and managing financial reports necessary to the organization including daily cash reconciliation, bank reconciliation, state of activities, balance sheets, cash flow, donor financial reports and other reports as needed
- Training all national Finance staff in generally accepted accounting procedures (GAAP), policies and financial management
- Assisting with development of training plans for program staff to work with finance
- Assisting with leadership and team building for organization
- Designing reports and implement for monthly, quarterly, yearly as scheduled
- Forecasting cash flow positions, related borrowing needs, and available funds
- Ensuring that sufficient funds are available to meet ongoing operational and project requirements, communicate problems immediately to Deputy Director and Executive Director
- Being update on all information regarding new rules, policies & procedures of Afghanistan Specially Ministry of Finance and Ministry of Economy
- Advising on banking relationships
- Assisting with the preparation of budgets and budget revisions
- Reporting to management on variances from the established budget, and the reasons for those variances monthly
- Assisting management in the formulation of its overall strategic direction
- Engaging in ongoing cost reduction analyses in all areas of the organization
- Reporting on key issues to management
- Engaging in benchmarking studies to establish areas of potential operational improvement
- Recommending changes to improve the overall level of the finance department and the organization
- Assisting in the determination of product pricing in relation to features offered and competitor pricing for economic programs
Job Requirement
KNOWLEDGE, SKILLS and/or ATTRIBUTES

- Excellent leadership and training capabilities
- Effective report writing and data entry skills in English and Dari
- Strong negotiation, communication, and time management skills
- Ability to work under pressure and adapt to various situations
- Courteous and professional representation of PARSA
- Problem solving and basic counseling skills
EDUCATION, TRAINING and/or EXPERIENCE
- Master’s degree, Account/Finance, or higher, preferably an ACCA qualified
- Minimum five years’ relevant experience in finance working with INGOs is preferred
- Computer skills including the ability to operate spreadsheets and word processing programs at a highly proficient level
- Proficient in Microsoft Office and accounting software (QuickBooks preferred)
- Detailed knowledge of the Afghan laws, policies, procedures, regulations and guidelines
LANGUAGE SKILLS, MATHEMATICAL SKILLS AND REASONING ABILITY
- Excellent written and verbal communication skills (English & Local Languages).
- Problem solving and basic counseling skills
- Good mathematical skills
