About Hand in Hand Afghanistan Organization: Hand in Hand Afghanistan Organization (HIHAO) is a not-for-profit organization based in Afghanistan. It started operations in 2007. HIHAO is part of the international Hand in Hand (HiH) network of independent organizations, working together towards a shared vision to alleviate poverty through job creation. The overall Hand in Hand mission is to promote the economic and social empowerment of women, by supporting the creation of sustainable enterprises, improved livelihoods and jobs. HIHAO has been implementing projects funded by DFID, European Union, CAFOD, WFP, FAO, GIZ, USAID, World Bank, DANIDA, Sida, Hilti foundation, UNOCHA and Hand in Hand International across provinces of Afghanistan. HIHAO is implementing and Hand in Hand International funded TVET project in Balkh province. The project is carefully designed to alleviate the problems identified, such as the lack of access to pre-vocational and vocational training for young, marginalised Afghans including the women and men as well as stemming the decline in women's economic participation, through a proven mix of capacity building, access to enterprise start-up kits and creating institutional structures that will sustain Afghans and their families beyond the implementation phase of the project. Sustainability is fundamental to this project, which is focused on creating durable, market-based and community-led change strengthening the resilience of Afghans including the women and men in Afghanistan.

Job Description

Under the supervision of the Program Manager, the Project Manager is overall responsible for the project implementation, managing day-to-day activities and liaise with sector stakeholders, represents HIHAO and the project in Balkh province.

The Project Manager will perform the following duties with transparency and integrity, and in adherence to the policies as provided by the HIHAO.

Key Responsibilities:

  • Develop the project monthly and quarterly plans, implement approved project plans, lead the project team, and allocate resources to project team properly.
  • Ensure that the administrative, technical and financial processes are carried out in conformity with HIHAO regulations, policies and procedures including the procurement processes and staffing.
  • Prepare detailed results-based monthly staff work plan and budget forecast in collaboration with the departments in head office and submit for review and record.
  • Manage project staff, providing technical support and conducting regular supervision and monitoring visits to fields.
  • Oversee data collection and prepare periodic monthly & quarterly narrative reports on project activities.
  • Establish and strengthen a solid relationship with DAIL, DoE, ACBAR and other departments and stakeholders in the province and report on project progress, and present to stakeholders in the provincial level.
  • Demonstrate technical leadership, including the procurement of appropriate inputs as required for the project efficiently. 
  • Ensure achieving the project targets, quality and satisfaction, manage issues, and risks that arises in a project and report on progress as well as problems and solutions.
  • Find opportunities and take the initiative to act on them.
  • Understand that responsible use of resources maximizes our impact on project’s participants.
  • Any other task assigned by Program Manager.

Job Requirement

  • Advanced University degree in Business Administration, project management, or other relevant disciplines.
  • Recent 3 years of work experience in similar position or 5 years for the same position at TVET projects.
  • Experience working with local authorities, stakeholders and local communities in Balkh province.
  • Fluency in English is required, knowledge of Dari and/or Pashto well required.
  • Experience in leading multi-cultural, multi-lingual teams.
  • Evidence of a highly competency of computer literacy.
  • Committed and honest in his/her work and organization.
  • Ability to provide technical supervision, motivate, lead and train project team.
