About Integrity Watch Afghanistan: BACKGROUND Integrity Watch is an Afghan civil society organization committed to increase transparency, accountability, and integrity in Afghanistan. The mission of Integrity Watch is to put corruption under the spotlight through community monitoring, research, and advocacy. We mobilize and train communities to monitor infrastructure projects, public services, courts, and extractives industries. We develop community monitoring tools, provide policy-oriented research, facilitate policy dialogue, and advocate for integrity, transparency, and accountability in Afghanistan. Integrity Watch was created in October 2005 and established itself as an independent civil society organization in 2006. It has approximately 90 staff members and 381 Local Monitors. The head office of Integrity Watch is in Kabul with provincial programmatic outreach in Balkh, Bamyan, Herat, Kabul, Kapisa, Nangarhar, Parwan, Kunar, Laghman Kandahar, Samangan and Jawzjan. Integrity Watch’s work has three major components: (1) Community Monitoring, (2) Research, and (3) Advocacy. Integrity Watch tries to encourage active citizenship and community mobilization through its programs. Our community monitoring work includes development of community monitoring tools, mobilizing and training communities to monitor infrastructure projects, public services, courts, and extractives industries. Our research work is focused on policy-oriented research measuring trends, perceptions and experiences of corruption and covering wide range of corruption related issues including security and justice sectors, extractive industries, budget and public finance management, and aid effectiveness. The objective is to develop new, ground-breaking empirical research in order to set the agenda, influence decision-makers, and bring to the public attention non-documented and non-explored issues. The aim of our advocacy work is to enhance Integrity Watch’s pioneering role in advocating for knowledgeable decision-making and informed public debate on corruption and integrity. Our advocacy work includes facilitation of policy dialogue on issues related to integrity, transparency, and accountability. We advocate for access to information; budget transparency, accountability, and participation; aid transparency and effectiveness; social accountability; and other issues related to anti-corruption.

Job Description

JOB SUMMARY

Provincial integrity networks (PIN) are platforms where around three dozens of civil society activists advocate and lobby for transparency, accountability and integrity of public sector in their provinces. Integrity Watch facilitating the establishment of PINs in a few provinces since 2015 and they have been promoting good governance in their provinces. The consultant shall act as coordinator of provincial integrity network in his/her province. She/he will coordinate development of advocacy plan and track its implementation. She/he will be in charge of arranging PIN internal meetings as well as the ones with the stakeholders and government officials.

DUTIES AND RESPONSIBILITIES

Organize PIN activities within coordination of Provincial coordinators/Regional coordinators and provincial assistant;
Coordinate development of annual advocacy plan of PIN within coordinating of integrity building unit;
Track implementation of annual plan for PIN, and generate report of its process;
Proactively arrange events such as public hearings, integrity dialogues, awareness events, advocacy meeting, conference, workshop or seminars with stakeholders in the province including government officials;
Prepare advocacy letters or materials for implementation of PIN plan;
Conduct small scale researches on citizens’ access to information, budgeting, advocacy with municipality, and others issues if required in the provinces; 
Disseminate advocacy, communication materials to civil society, government agencies and citizen groups;
Prepare minutes and reports on the activities of PIN;
Assist provincial coordinator/Regional coordinator in developing and maintaining programs materials within a good filling system set up in soft and hard copy, at the provincial level.
Develop action plan for PIN within coordination of advocacy officer;
Any other related duties requested by supervisor.

Job Requirement

QUALIFICATIONS

Minimum of bachelor degree in management, social science, political science.
Excellent coordination and problem solving skills through a structured approach to tackle complex situations;
2 years of experience required
Basic knowledge of advocacy or civil society activities
Information gathering and following-up skills
Ability to communicate ideas and concepts clearly and convincingly, producing messages that target audiences can effectively assimilate;
Ability to draft letters or conduct small scale research

Any volunteer experience is considered equal to work experience
