About Razi Social Development Organization (RSDO): Introduction to RSDO Razi Social Development Organization- RSDO is an Afghan NGO founded on April 11, 2008, and registered with the Ministry of Economy in Afghanistan. It was established in Herat city but then set up sub-offices in Ghor, Badghis, Farah and Daykundi provinces by delivering social development services to vulnerable and marginalized people in remote communities. RSDO’s Background RSDO firstly initiated the primary activities in 2002 under the name of “Abu Hanifeh Orphan High School”, assisting orphan children who lost their parents and families during the long-lasting war in Afghanistan to learn and build their future. Later on, with the financial support of the Japan Embassy, we constructed a high school building for orphans and expanded the activities of orphans with the support of HELP Germany as well. Throughout years of hard work, RSDO slowly developed and now has functioning offices in all west zone provinces of Afghanistan with more than 200 staff. RSDO’s mandate RSDO’s mandate is delivering humanitarian assistance to vulnerable households in the west zone provinces of Afghanistan through the financial support of the UN and International Organizations. RSDO's Mission RSDO dedicated all efforts to contribute in none violent, developed, and prosperous Afghanistan where both men and women live and respect each other through running services in the sector of women empowerment, education, agriculture, capacity building, and livelihood. RSDO's Vision: RSDO’s vision is an Afghanistan without illiteracy. We envision that all Afghan children (girls and boys) have easy access to high-quality education that affect their lives and provide the means of development.

Job Description

The Operation Manager is responsible for coordination with donor on distribution, coordination with stakeholders, leading the field team and coordination with the field team. The operation manager is qualified in management, reporting and representation who is directly reporting to the project manager. Further, the operation manager is having regular meetings with the donor and applying the requirements into the actual program implementation for quality delivery.

Management responsibilities 

  • Adherence to RSDO policies, guidance and procedures, including RSDO’s standards, procedures, and guidelines for project governance.
  • Contribute to the development of the organization, area and core competencies strategies, and initiatives.
  • Coordinate and manage project implementation under direct supervision of the project manager (activities, budget and project documentation) in line with grants, strategies and donor requirements.
  • Implement technical direction and ensure high technical quality of projects.
  • Provide regular progress reports to the project manager                      
  • Ensure capacity building of project staff and transfer key skills through development of the improvement plan
  • Liaise and collaborate with relevant local authorities and other key stakeholders
  • Ensure positions are staffed and projects are on track, timely reporting challenges and escalating issues to the relevant focal points.
  • As required identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies
  • Take responsibility for discussing job expectations, performance, and objectives on an informal, quarterly basis with all staff and as a part of the annual Performance Review and Planning Process

Technical Responsibilities 

Overall responsibility for effective and efficient management of Project.

  • Develop the distribution plan align with donor and the project manager
  • Prepare and develop the request of items and submit to donor on a specific timeline in coordination with project manager and the program manager
  • Evaluate the capacity of the team and develop the improvement plan
  • Responsible for providing technical and implementation support and guidance to field-based staff in effective implementation of project.
  • Responsible for providing instructions on work plans
  • Responsible for providing timely and methodical updates regarding needs and trends specific to the responsible and report to the Program Manager.
  • Acting the project manager in his absence to support the overall program delivery
  • Addressing the timely challenges raise in the field and on the spot

Coordination and Representation:

  • Conduct senior representation at provincial and district levels and promote strong working relationships with local authorities’ counterparts and local communities.
  • In line with RSDO’s standards, ensure communication plans are implemented, stakeholders are informed on RSDO’s activities, and the organization is well accepted by communities.

Monitoring, reporting and development.

  • In close coordination with project manager at RSDO and donor, develop program monitoring tools.
  • Conduct quality control and site monitoring to ensure that activities delivered are according to the standards and indictors of mentioned int the project.
  • Ensure Program monitoring as per expected outputs and outcomes highlighted in the project proposal and reporting to the project manager
  • Weekly reporting on actual field progress to the project manager
  • Follow up the progress of the field activities regularly
  • Continuously update project documentation and filing system in the project areas.
  • Provide ongoing feedback to the project team and instruct them to the effectiveness and proficiency.
 

Job Requirement

Education & Qualification

  • B.A. in social sciences / related field from the reputable Universities
  • Ability of communication written and verbal
  • Ability to talk in Pashtu and Dari + fluent in English

Years of Experience

  • Relevant experience of 3 years or more in operational experience/ coordination in the field 
  • Experience in community-based assistance and participatory community actions
  • Previous experience with NGOs in Afghanistan in related field
