Job Description

Job Porpuse

Under the direct supervision of the Senior Business Development Manager (SBDM), the Business Development Coordinator (BDC) will support grant management, proposal development, ensuring high-quality and timely donor reporting, as well as ensuring that all grants’ processes and donor requirements are met for the assigned portfolio. The BDC, working closely with the SBDM, will identify funding opportunities and coordinate concept and proposal development together. He or she will be required to foster close relationships with donors, SOs, and partner engagement. The BDC is responsible for ensuring compliance with general donor regulations, grant-specific requirements, donor communication, reports, and a range of regular and ad hoc reports and communication tools used for both internal and external dissemination of information. The position will also supervise the program officers.

Grants Acquisition and Proposal Design

  • Work closely with the SBDM and sector leads to support specific proposal development coordination and tasks, including developing proposal work plans, writing, consolidating, and editing written inputs, creating annexes, drafting budget narratives.
  • Facilitate design sessions in coordination with country teams, key country programs, partners, and SOs teams to ensure proposal design aligns with the country strategy.
  • Develop concept papers and prepare proposals for major donors in collaboration with technical specialists, finance, procurement staff, and SOs.
  • Lead the planning, development, and review of concept papers and proposals for various projects and programs aimed at securing funding from WV’s partnership and major donors to accomplish both short-term and long-term goals.
  • Facilitate or collaborate with support offices in conducting grant design, start-up, and close-out workshops for grant project staff and support function staff members for each critical grant.
  • Monitor the funding status for each program sector to identify potential funding gaps and ensure seamless transitions from one grant to the next.
  • Foster close collaboration with support offices to position early with institutional donors and coordinate with the GC Disaster Management team and EUREP for multilateral donor positioning.
  • Lead the go-no-go process in accordance with WVI policy and gather the necessary approvals for WVI A.
  • Collaborate and negotiate with support offices on matching needs and other resources, such as technical assistance.
  • Quality proposals are developed and submitted on time.
  • Regular mapping of donors is conducted and updated and WVA business Development plan is updated annually.
  • A funding matrix is developed and monitored for existing and pipeline private and grant funding.
  • The WVA funding portfolio and its diversity have increased.
  • Timely and proactive NGN organized and submitted as appropriate.
  • The Grant Opportunity Database "Horizon" is updated.
  • The capacity of the officers in coordinating and designing proposal have increased

Grants Management and Reporting

  • Collaborate with Field Office (FO) teams to develop donor reports and other award deliverables (e.g., work plans, M&E plans), ensuring they meet high-quality standards, are coherent, accurate, and submitted on time according to donor and WVI internal requirements.
  • Work on monthly, annual, and end-of-project narrative reports, newsletters, situational reports, and other necessary reports in collaboration with various departments, both internally and externally.
  • Manage and/or support agreement reviews, amendments/modifications, and negotiations, while also assisting in award close-out procedures as necessary.
  • Monitor program progress to ensure the achievement of goals, objectives, and adherence to non-financial grant requirements.
  • Ensure program implementation aligns with the Red Cross Code of Conduct, SPHERE standards, and relevant WV internal standards and policies.
  • Support and, when needed, lead the monthly Grant Health Tracker and facilitate start-up and close-out Grant meetings.
  • Offer technical guidance on donor rules and regulations to the FO team to ensure compliance.
  • Proactively identify and address potential compliance issues with the FO team, keeping team informed of any anticipated challenges in meeting contractual obligations, as well as spend rates and significant budget variances.
  • Participate in and support the coordination of the country program’s project cycle meetings, as well as donor and partner meetings, as required.
  • A system is in place for grant reviews and compliances.
  • Timely donor reporting meets all donor and WVI requirements.
  • Grants are monitored (alongside finance) in compliance with donor requirements.
  • Grant Health Tracker is updated monthly and issues are raised with SBDM and Grant Finance Manager.

Quality Assurance, Accountability and Information

Management

  • Streamline program processes to ensure the timely and high-quality preparation of grant proposals, donor reports, and other reporting requirements.
  •  Ensure that WV Afghanistan’s business development systems and processes are adapted and streamlined across the portfolio. This involves utilizing adequate tracking tools to support effective grant compliance and positive audit results. It's imperative that both the grant team and field office staff understand and adhere to this system accordingly.
  •  Ensure alignment with WV’s established external engagement, BD, partnering steps, and response strategies.
  • Incorporate internal and international humanitarian standards (Sphere, HAP, etc.) into all project designs and implementations.
  • All program design processes include international humanitarian standards as well as WV internal standards and indicators GAM processes are communicated across departments

Partnership & External Relations

  • Establish and maintain robust relationships and information exchange with Support Office representatives.
  •  Facilitate partner selection for new project opportunities and provide capacity building in GAM for partners.
  • Assist the program team in identifying potential partners to collaborate with in projects.
  •  Ensure alignment with WV’s established external engagement, GAM, partnering steps, and response strategies.
  • WV understands the needs and gaps in the international humanitarian response, good relationships with NGOs working in operational areas, and has established good relationships with SOs, partners and field-based donor representatives.

Staff management and capacity building

  • Train, coach, and support program officers and the operations team on reporting, donor compliance, proposal development, and award and sub-award management.
  • Assist the FO team in utilizing Project Cycle Meetings (PCM) guidance and provide capacity building to ensure effective implementation.
  • Capture best practices and lessons learned, facilitating cross-learning opportunities across the region and globally.
  • Supervise and support the program officers in their day-to-day responsibilities.
  • Establish proposer performance management systems for the officers in accordance with WVI P&C guidelines.
  • Staff trained in key result areas of Business Development.
  •  Support provided to staff in their key responsibility areas.
  •  Performance management systems in place and implemented effectively.

Job Requirement

Required Professional Experience and Education 

4-5 years’ experience in emergency response, humanitarian and/or development programming or similar humanitarian/social work involving grants.

Bachelor’s degree in Social Sciences, International Development, International Relations or related field.

 

Preferred Knowledge and Qualifications

Knowledge of budget requirements and regulations of major donors including the USAID, GAC, EU/ECHO, German Government.

DFID and UN agencies. Familiarity with humanitarian codes, minimum standards, principles and practice.

Master’s degree in Social Sciences, International Development, International Relations or related field. (Preferred)

More than 5 years’ experience in humanitarian and development programing is preferred. 

Experience in large scale humanitarian emergencies 

Understanding of project design and proposal writing.

Basic understanding of the workings of major donors, such as USAID, UN, CIDA, Aus Aid etc. 

Good understanding of World Vision and Sphere relief standards, as well as the Red Cross and NGO Code of Conduct.

Strong capacity building and facilitation skills 

Ability to complete tasks in a timely manner.

Ability to pursue thoroughness and appropriate attention to detail.

Ability to express self clearly in all forms of writing. 

Ability to interpret and present information with influence and impact.

Self-starter who can work independently under pressure

Completed a recognised personal security course in the past 3 years 

Knowledge of WV’s field operations, either in the relief or development context.
